• <br /> June 17,2009 <br /> PUBLIC HEARING—COUNCIL BILL NO.0900-14 <br /> President Halve opened a public hearing regarding Council Bill No.0905- <br /> 14,a proposed ordinance emending the Shoreline Master Program and <br /> relating to the Marshland Subarea Plan,with updated material. <br /> Dave Koenig,Planning,provided some history as to why this plan was <br /> completed. <br /> Mary Cunningham,Planning,provided a power point presentation <br /> explaining how the plan was developed and detailing the plan itself.She <br /> noted that the see is located south of the Lowell area,It Is bounded on the <br /> east by Lowell-Snohomish River Road,on the west by Lowell.Lerimer <br /> Road,and south by a slight extension of the city limits. She explained <br /> that the plan Includes this broader area because of the location between <br /> Me river and the properties within the city limits.She stated that this site <br /> has been identified in several technical documents as having significant <br /> fish and wildlife restoration potential. <br /> Ms.Cunningham discussed the minor proposed amendments to the <br /> ordinance which were handed out at tonight's meeting. <br /> President Ratios noted for the record that the city has received comments <br /> from Puget Sound Energy and the Department of Fish and Wildlife in <br /> letter form as well as a letters from Tony end Karen Spans and Peter <br /> Landry. <br /> Peggy Toepel,Everett,speaking on behalf of the Everett Shorelines <br /> Coalition,expressed appreciation to the city,particularly the planning <br /> staff,and the consultants for their commitment to working through this <br /> complex arrangement.She spoke in support of the plan. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Roberts to close the public hearing. <br /> Roll was called with all council members voting yes except Council <br /> Member Stonecipher who was excused. <br /> • Motion carried. <br /> 175 <br />
