September 9,2009 <br /> • <br /> The regular meeting of the Everett City Council was called to order at 6:30 <br /> p.m.,September 9,2009 in the City Council Chambers of the Everett City <br /> Hall,President Refine presiding.Upon roll call it was found that Council <br /> Members Olson,Hatice,Nielsen,Stonecipher and Aff holler were present. <br /> Mayor Stephenson and Council Members Roberts and Gipson were <br /> excused. <br /> Council Member Affholter led the Pledge of Allegiance. <br /> The minutes of the September 2,2009 City Council meeting were <br /> approved as printed. <br /> MAYOR <br /> REPORT—HOUSING IMPROVEMENT PLAN <br /> Deputy City Attorney David Hall gave a presentation regarding the Everett <br /> Housing Improvement Plan.He noted that the city has been engaged in <br /> an effort to improve the quality of substandard housing In Everett for some <br /> time. After outreach efforts and working with the public,staff has <br /> developed a program that is being called the enhancement enforcement <br /> approach to substandard housing. <br /> The program is a targeted enforcement approach that is more narrowly <br /> focused on problem properties without placing an unnecessary burden on <br /> the majority of property owners who adequately maintain their properties. <br /> The program relies on several specific enforcement elements,including <br /> streamlining existing enforcement remedies and resources,rather than a <br /> broad pprogram. <br /> ChronicInsviolectionators,under the chronic nuisance ordinance,will be required <br /> to enter into a compliance agreement to address the problem with the city. <br /> The settlement agreement would be to voluntarily submit to a regular <br /> Inspection program.After the property owners have proven themselves <br /> and the violations are resolved,they will be taken out of the Inspection <br /> program. <br /> 253 <br />
