C,l September 9,2009 Council Member Olson asked what is meant by batter code enforcement through streamlining. David explained that code enforcement will be provided with better tools,one of which is a new citation system that will be similar to the civil infraction parking enforcement model. Council Member Stonecipher Inquired as to how the new plan will address situations where the interior of a housing unit Is a mess.David noted that this is an issue that cannot be resolved entirety unless we went with the broad Inspection approach. However,it Is hoped that by having a non- governmental agency assisting with the complaints,tenants,and even will feel more comfortable approaching them for help as opposed to going through a formal government program. Council Member Stonecipher also asked how we can address the issue of homes being divided up into small sleeping quarters against code.David noted that with the new program,code enforcement staff will have more time to observe and inspect for these types of situations. Council Member Nielsen stated that although we may not have solved the initial problem we set out to work on,this program is on the right path.He requested staff provide a report some time down the road as to how the program is working. Joseph Puckett,Governmental Affairs Chair of the Washington Multi- Family Housing Association;Robed Mize,President of Snohomish County Apartment Operators Association; Chuck Beck, Thurston County, representing the Washington Landlord Association;and Alice Lodger, Everett all spoke in favor of the program. Katie Duke of Evemtt and Mike Westford of Everett spoke In opposition to the program. Council Member Stonecipher asked that when the resolution comes back to Council for action that it Include time commitments and deliverables. CITY ATTORNEY City Attorney Ilea had no comment. 254
