C,l <br /> September 9,2009 <br /> Council Member Olson asked what is meant by batter code enforcement <br /> through streamlining. David explained that code enforcement will be <br /> provided with better tools,one of which is a new citation system that will <br /> be similar to the civil infraction parking enforcement model. <br /> Council Member Stonecipher Inquired as to how the new plan will address <br /> situations where the interior of a housing unit Is a mess.David noted that <br /> this is an issue that cannot be resolved entirety unless we went with the <br /> broad Inspection approach. However,it Is hoped that by having a non- <br /> governmental agency assisting with the complaints,tenants,and even <br /> will feel more comfortable approaching them for help as opposed <br /> to going through a formal government program. <br /> Council Member Stonecipher also asked how we can address the issue of <br /> homes being divided up into small sleeping quarters against code.David <br /> noted that with the new program,code enforcement staff will have more <br /> time to observe and inspect for these types of situations. <br /> Council Member Nielsen stated that although we may not have solved the <br /> initial problem we set out to work on,this program is on the right path.He <br /> requested staff provide a report some time down the road as to how the <br /> program is working. <br /> Joseph Puckett,Governmental Affairs Chair of the Washington Multi- <br /> Family Housing Association;Robed Mize,President of Snohomish County <br /> Apartment Operators Association; Chuck Beck, Thurston County, <br /> representing the Washington Landlord Association;and Alice Lodger, <br /> Everett all spoke in favor of the program. <br /> Katie Duke of Evemtt and Mike Westford of Everett spoke In opposition to <br /> the program. <br /> Council Member Stonecipher asked that when the resolution comes back <br /> to Council for action that it Include time commitments and deliverables. <br /> CITY ATTORNEY <br /> City Attorney Ilea had no comment. <br /> 254 <br />
