March 31,2010 <br /> Council Member Stonecipher questioned whether the original economic <br /> analysis done by Burke and Associates should be updated due to the <br /> changes in the timeline and sequencing of the project. <br /> Council President Roberts requested a quick summary of the permit <br /> matrix for the project.He questioned whether the fisheries enhancement • <br /> aspect of the large wehands is Included in the plan end whether the <br /> velocity and water activity have been considered in the river <br /> improvements. <br /> Dave Mascarenas,Everett,gave a brief history of the project and spoke in <br /> support of the proposed public amenities. <br /> Alex Alexander,Everett,stated that he lives directly across the river from <br /> Lowell.He remarked that he is opposed to the fact that the project is river <br /> independent and expressed concern regarding flooding. <br /> Jackie Minchew,Chair,Lowell Civic Association,stated that they have not <br /> yet taken a position on the proposed plan.He wished OliverMcMillan end <br /> the city well on the project. <br /> Karen Erickson,Everett,expressed concern that the pathways and <br /> proposed structures may be in jeopardy from the river. <br /> John Witters,Everett,questioned whether the commercial development <br /> portion of the project vnll be friendly for public use. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Stonecipher to close the public hearing. <br /> Roll was called with all council members voting yes except Council <br /> Members Moore and Hatloe who were excused. <br /> Motion carried. <br /> 09 <br />
