April 14.2010 <br /> CITY ATTORNEY <br /> City Attorney Iles had no comment <br /> CITIZEN COMMENTS <br /> Barb Lamoureux,Everett spoke in support of creating written council <br /> procedures.She noted that her group of government watchers created a <br /> draft document as a start for the city council to work from.She suggested <br /> that a joint committee of citizens and council members be formed to <br /> complete this project. <br /> WORKSHOP—COUNCIL PROCEDURES <br /> President Roberts began the council procedures workshop and provided <br /> background information. <br /> Council Members had a lengthy discussion on each of the following <br /> topics:operating council as a"committee of the whole;thereby reducing <br /> the number of committees;creating a procedure for the selection and <br /> timing of the selection of the council president;creating a procedure for <br /> moving and adopting council initiated actions especially as they relate to <br /> legal items;creating a procedure to govern how council conducts <br /> business at meetings;and whether there were any other matters that <br /> council should consider creating a procedure for. <br /> President Roberts requested that administration create a proposed set of <br /> procedures based on tonight's discussion and bring back a draft <br /> document to the city council for further discussion. <br /> Mark Olson,Everett,asked whether citizens will have an opportunity to <br /> review and discuss the proposed procedures document. President <br /> Roberts responded In the affirmative. <br /> 98 <br />
