NARRATIVE STATEMENT ^ EVALUATION CRITERIA <br />All applications must be accompanied by a separate narrative statement describing how the proposal <br />is consistent with the following criteria and applicable rezone type. Please note that this information is <br />important for the City s evaluation of your Comprehensive Plan map amendment and rezone <br />application. <br />Comprehensive Plan Policies <br />Everett's Comprehensive Plan contains the following criteria that provide guidance to decision makers in <br />their review of applications to amend land use designations. Please consider each of the following review <br />criteria and respond to them on a separate piece of paper. The response should identify which of the criteria <br />is being addressed. Where the criteria spells out relevant policies or criteria, found in either the City's <br />Comprehensive Plan or Zoning Code, please reference the relevant section when noting such support for <br />your application. City staff will help with any questions you may have in regard to completing this work. <br />1) The proposed land use designation must be supported by or be consistent with the <br />existing policies of the various elements of the Comprehensive Plan. NOTE: Please refer to <br />the location criteria beginning on page LU-65 (Applicant noted - this is an outdated reference; <br />the correct section has been used by the Applicant). Please refer to specific policies, especially <br />those in the Land Use and Housing sections. <br />Applicant Response: The City of Everett Comprehensive Plan is the policy document that will guide <br />the growth of the City until 2035. In order to approve a change of a comprehensive plan designation <br />consistency with the plan needs to be demonstrated. The request is to change the current designation <br />of Residential, Single Family to Residential, Multifamily for the eastern portion of the Subject Site; <br />remove the Norton -Grand Historic Overlay zone on the eastern portion of the Subject Site; and <br />establish a Development Agreement for the entire site to ensure that historic design features and <br />project components enhance and compliment the neighborhood. This designation change would <br />allow the future development of single- and multi -family units to serve homeless students and their <br />families. <br />The Everett School District (District) owns the property located south of 3 6th Street, between Norton <br />and Grand Avenues referred to as its Sequoia "Upper Field". The neighboring community commonly <br />refers to the Subject Site as the Norton Playfield. Housing Hope and Everett School District has <br />concluded a 75-year Ground Lease Agreement for this site. Housing Hope, founded in 1987, <br />recognizes that safe, secure and affordable housing is only the first step in solving poverty for <br />struggling families. The innovative concept to provide a full -range of housing, with housing -related <br />support services, is a halhnark of the Housing Hope mission. Housing Hope combines affordable <br />housing with tailored services such as life -skills training, childcare, case management, and <br />employment services. Housing Hope also offers homeownership opportunities for low-income <br />individuals of Snohomish County and Canano Island.
