enhance and compliment the neighborhood. The Concept Plan addresses site constraints including <br />easements, topography, and parking/open space needs. Compatibility of the design includes continuity <br />of historic overlay design features throughout the entire site design, with the exception of height where <br />multi -family units are proposed. <br />2.1 Residential !and Use Policies The Land Use Element must designate enough land at sufficient <br />densities to accommodate the population allocated to the Everett Planning Area, and to provide housing <br />opportunities for all economic segments of the community. <br />Policy 2 1.1 <br />Policy 2 1.2 <br />Policy 2.1.5 <br />Assure a wide range of housing opportunities throughout the entire community, while <br />preserving and creating distinct residential neighborhoods. Designate on the Land <br />Use Map areas appropriate for various types of housing at specified density ranges, <br />but without major changes in most residential areas to the existing land use <br />designations. <br />Promote increased densities and infill housing types in all residential neighborhoods <br />through appropriate design standards that reinforce the single family character of <br />areas zoned single family, and which assure that multiple family developments <br />integrate with and enhance the neighborhoods in which they are permitted. <br />Promote development of neighborhood parks and use of existing public school <br />recreational facilities for year round use by the residents of Everett's neighborhoods. <br />licant Res onse: The proposal supports housing of homeless students and their families. It would <br />provide low-income housing opportunities with on -site support services, a large component of Housing <br />Hope's service model. The proposal would promote increased densities and infill housing sensitive to <br />the historic neighborhood through appropriate design standards that reinforce the single-family <br />character of area along Norton, and assure that the proposed multi -family area along Grand (R-3 <br />rezone) integrates with and enhances the neighborhood. A proposed Development Agreement (for the <br />entire Subject Site) would ensure that historic features and project components enhance and <br />compliment the neighborhood. <br />While the leased property is owned by the Everett School District and would no longer be an informal <br />grass field for neighbors use, it should be noted that the Everett School District owns several other <br />parcels in the immediate vicinity that would remain available to the community, along with area City <br />parks and trails. Housing Hope proposes amenities to neighbors that include a public pocket park with <br />picnic table and benches; accessible public pedestrian path and stair/ramp system providing safe <br />connection along the north property line between Norton and Grand Avenues; four proposed on -street <br />public parking spaces along the east side of Norton (which preserve existing matufe street trees) in part <br />to achieve traffic calming on Norton Avenue; and a pedestrian entrance to the site aligned with Clinton <br />Place (achieves a landscaped pedestrian `avenue' and view corridor towards the east). Proposed <br />amenities encourage community building with residents and neighbors. <br />C.
