2. Uses. The uses allowed on the property are limited to single-family and multi -family residential <br />dwellings, which include administration and community spaces that accommodate staff offices, <br />support services to the residents, multi -purpose gathering space and laundry facilities, plus on - <br />site recreation and open space for the benefit of residents and the neighborhood. Any other uses <br />would require a modification to the Development Agreement consistent with the zoning in <br />effect at the time of modification. <br />3. Density. The number of dwelling units per acre is limited to twenty-nine (29) within the R-3 <br />zone. <br />4. Historic Design Review. The dwellings to be constructed on the property removed from the <br />Norton -Grand Historic Overlay shall be reviewed by the Everett Historical Commission for <br />compatibility with the adjacent historic neighborhood. The Historical Commission's <br />recommendations will be forwarded to the Review Authority set forth in Section #1 (Plan <br />Approval) above. <br />5. Street Access. Access to the property designated for multi -family housing shall not access <br />through Norton Avenue, except for emergency vehicles. <br />There are policies in the City's Comprehensive Plan that do support this request and include the <br />following: <br />Chapter 2 Land Use Element <br />IV. Objectives <br />Objective 2.1 <br />Objective 2.2 <br />Objective 2.3 <br />Objective 2.4 <br />Provide for the public health, safety and welfare of the Everett community. <br />Provide sufficient land and development standards to allow the community to grow <br />in a desirable manner. <br />Establish land use patterns that encourage the efficient utilization of land, energy <br />resources, transportation facilities, public infrastructure, and the economic provision <br />of public services, and that further the goals of the other elements of the <br />comprehensive plan. <br />Reinforce, maintain and enhance the desirable qualities of Everett's neighborhoods. <br />Applicant Response: Addressing student/family homelessness is a direct response to providing for <br />public health, safety and welfare. The proposal provides preference for those households whose <br />student(s) have a two-year attendance history in Everett School District, and meet stated requirements. <br />It also furthers other goals in the plan related to housing needs, homelessness and student housing. <br />The multi -family designation is consistent with adjacent designations/uses and provides efficient <br />utilization of' resources and the existing infrastructure. It also furthers other goals in the plan related <br />to housing needs and student housing. <br />The Concept Plan provides an innovative site plan, which enhances the neighborhood with its sensitive <br />and beneficial design. By placing detached single-family houses on Norton, and multi -family to the <br />east along Grand, the proposal is sensitive to the historic overlay, existing single-family houses along <br />the west and reflects input from significant neighborhood outreach.
