E. CONSOLIDATED PLAN <br />1. Preserve and expand decent, safe, and affordable housing opportunities for low-income renters, <br />particularly those with incomes of less than 50% of median income, and less than 30% of <br />median income. <br />2. Support the development of facilities and services for homeless people, particularly families <br />with children, homeless youth, and single women. <br />3. Address the needs of those who are at -risk of becoming homeless as well as those who are <br />chronically homeless in order to achieve real progress in ending homelessness. <br />Applicant Response: The laws and guidelines influencing Everett's Housing Element, are well served <br />with the proposal. The proposed project incorporates a range of residential housing types [detached <br />single-family residences (SFRs), townhomes, multi -family flats] . Further it promotes infill on the <br />Subject Site, and through the use of historic features would successfully integrate with the existing <br />historic transitional neighborhood. <br />The required housing element of the Comprehensive Plan states the need to provide housing for <br />homeless and low-income families, which this partnership with the Everett School District and <br />Housing Hope addresses. The availability of public land to address this need is unique and is consistent <br />with supportive housing of this nature. <br />IV. Goal, Objectives and Policies <br />Goal 4.0 The goal of the Housing Element is to provide sufficient housing opportunities to <br />meet the needs of present and future residents of Everett for housing that is decent, <br />safe, accessible, attractive and affordable. <br />A.
