Policy 4.1.11 <br />Support reasonable housing accommodation for people with special needs in all areas, <br />and avoid concentrations of such housing while protecting residential neighborhoods <br />from adverse impacts. HOUSING PRESERVATIN AN NEIGH QRHOOD CITARAC <br />Objective 4.2 <br />o]licy .2a <br />ER <br />The City shall preserve and enhance the value and character of its neighborhoods by <br />improving and extending the life of existing housing stock. <br />Protect existing single family neighborhoods from substantial changes such as <br />rezoning to multiple family zones, but consider measures to increase housing capacity <br />through strategies that accommodate well designed infll housing that protect the <br />character of the neighborhoods. <br />Co HOUSING AFFORDABILITY <br />; BILITY <br />Objective 4.3 The City shall increase access to affordable housing by instituting a variety of <br />programs increasing the supply of housing while maintaining the character of existing <br />neighborhoods. <br />Policy 4.3.1 Consider providing additional incentives to housing developers and homebuilders in <br />return for providing housing that is affordable to lower and moderate income <br />households. <br />olicy 4.3.2 Consider inclusionary housing measures, as appropriate, along with affordable <br />housing incentives as necessary to promote affordable housing in the Everett <br />Planning Area. <br />Policy 4.3.3 Evaluate existing land use regulations to identify measures that could increase the <br />supply of affordable housing as identified in the 2013 Potential Residential Inf ll <br />Measures Report, or other reasonable measures not listed in that report. <br />?ollicy 4.3.13 Develop and implement lower offstreet parking requirements in locations where car <br />ownership rates are low for resident populations, such as multifamily units, student <br />housing, and mixed use developments near transit serviced areas, to help reduce <br />housing costs and Increase affordability <br />E.
