G. MULTIPLE FAMILY HOUSING - LOCATION AND COMPATIBILITY <br />Objective 4.7 <br />Policy 4.7.2 <br />The City shall encourage new multiple family housing development in locations that <br />have the least impact to existing single-family neighborhoods, designed to be <br />compatible with and complementary to surrounding land uses. <br />Update design guidelines to ensure that new multiple family housing enhances and is <br />compatible with surrounding uses, yet respects the needs of consumers for affordable <br />housing. <br />H. SUBSIDIZED HOUSING - LOW INCOME AND SPECIAL NEEDS POPULATIONS <br />Objective 4.8 The City shall continue to support housing programs that increase the supply of <br />housing for low-income households and special needs populations. For purposes of <br />developing housing programs to implement these policies, the City shall use the <br />definitions established by the Department of Housing and Urban Development for <br />"affordable housing," "extremely low income," "very low-income housing," "low- <br />income housing," "moderate income housing" and "middle -income housing." For <br />purposes of developing housing programs to implement these policies, housing for <br />special needs populations shall be defined as: Affordable housing for persons that <br />require special assistance for supportive care to subsist or achieve independent living, <br />including but not limited to persons that are elderly and frail elderly, developmentally <br />disabled, mentally ill, physically disabled, homeless, people in recovery from <br />chemical dependency, persons living with HIV/AIDS, survivors of domestic <br />violence, and youth at risk. <br />Policy 4.8.1 Coordinate with the Everett Housing Authority, Snohomish County Housing <br />Authority, non-profit housing providers, and other public and private housing <br />interests to increase the supply of housing for low income and special needs <br />populations within the Everett Planning Area. <br />Continue to make use of available public and private resources to subsidize housing <br />costs for low income households and special needs populations within the Everett <br />Planning Area, within the financial capabilities of the city. <br />Develop strategies to disperse subsidized rental housing equitably throughout the <br />Everett Planning Area and to expand geographic housing choices for low- and <br />moderate -income households. <br />Work with social service and nonprofit agencies to effectively provide the services <br />required for low-income households and special needs populations, within the <br />financial capabilities of the city. <br />Review existingprograms andlor establish new programs for assisting low income <br />households and special needs populations to afford safe and decent housing, within <br />the financial capabilities of the city. <br />Cooperate with other local governments, non-profit housing providers, and housing <br />authorities to develop a 10-year plan to assist homeless persons find permanent <br />housing, within the financial capabilities of the city. <br />Support local and regional efforts to prevent homelessness, and provide a range of <br />housing options and support efforts to move homeless persons and families to long <br />term financial independence. <br />Policy 4.8.2 <br />Policy 4.8.3 <br />Policy 4.8.5 <br />Policy 4.8.6 <br />Policy 4.8.7 <br />Policy 4.8.8 <br />Fai <br />.'"‘ HOUSING Comprehensive Plan Map Amendment and Concurrent Rezone Application <br />HOPE Narrative Statement -- Evaluation Criteria (Revision August2020) <br />we keep hope alive Page 11 <br />
