comprehensive plan policies and objectives and the proposed designation implements better use of the <br />site for the School District's and Housing Hope's objectives. <br />2) Have circumstances related to the subject property and the area in which it is located <br />changed sufficiently since the adoption of the Land Use Element to justify a change to the <br />lame` use designation? if so, the circumstances which have changed should be described in <br />detail to support findings that a Different and use designation is appropriate. <br />Applicant Response: The Everett School District (District) went through a property management <br />planning process some years ago. This was a community -wide process that involved numerous <br />community open houses to discuss properties owned by the Distnct. As stated on the District's <br />website, "Property management planning is the process used to plan and manage the development, use, <br />and disposition of real estate owned by the district. The implications of property management are <br />evident in the District's strategic plan priorities to utilize and generate resources in support of student <br />learning, and to support strategic partners whose work is aligned with our mission." Out of the process <br />the Everett School Board approved a Property Use Matrix and a Property Use Framework. The site <br />identified as Norton Avenue Playfield was shown as a future Sale/or Exchange to the City of Everett. <br />Inquiries have been made to the City and interest was not shown for acquisition. <br />Both the District and Housing Hope have seen the increase in numbers in homeless students (1,266 in <br />2018) and their families. Homeless students move more often, and it has been estimated that with each <br />move 4-6 months of learning is lost. Based on this recognized need, discussions began on how both <br />parties could address this increasing need. While the site had been identified as a future sale through <br />a public process, providing housing on the site is consistent with the District's commitment and mission <br />to students and their families. The request to a Residential, Multifamily designation (with removal of <br />the HO) for a portion of the site would allow for development of housing units to meet the need of <br />these homeless students and their families in an area that has similar designations and as a transition <br />from the adjacent single-family neighborhood. <br />There are policies in the City's Comprehensive Plan that do support this housing element of the request <br />and include the following: <br />Chapter 4.
