EVALUATION FOR <br />AGENCY USE ONLY <br />The Docket Application request has no anticipated impact to this environmental <br />element This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). <br />There are other nearby playfields and parks for neighborhood/community use Nearby <br />Sequoia High School contains a large maintained athletic/playfield and basketball <br />hoops and Doyle Park contains play structures and open space. Jackson Elementary <br />School is 0 3 miles southwest of the Subject Site and includes public access to a <br />playfield, playground equipment and a large grass playfield. <br />Future development of the property could include open space areas for residents. The <br />revised 2020 application proposes that site amenities available to the neighborhood <br />community include a public pocket park with picnic table and benches; accessible <br />public pedestrian path and stair/ramp system providing safe connection along the north <br />property line between Norton and Grand Avenues; four on -street public parking spaces <br />along the east side of Norton (which preserve existing mature street trees); and a <br />pedestrian entrance to the site aligned with Clinton Place, which achieves a landscaped <br />pedestrian `avenue' and view corridor towards the east. <br />1. Proposed measures to ensure the proposal is compatible with existing and <br />projected land uses and plans, if any: <br />Compatibility of the proposal request is measured by consistency with the existing <br />adjacent school uses, adopted Comprehensive Plan, zoning code, Capital Facilities <br />Plans and future environmental review. The proposed amendment request is <br />consistent with the Everett School District's determination that the site is no longer a <br />resource for school -use, and better serves the District and the community in support <br />of homeless students and their families with the long-term ground lease to Housing <br />Hope. The District had previously reviewed options for site use in their 2011 Pioperty <br />Management Plan, which involved extensive community outreach and participation <br />The site was included in the District's Property Matrix and shown for future sale or <br />exchange with the City of Everett. The City has indicated to the Applicant that it was <br />not interested in purchasing the site. The Everett School Board approved a 75-year <br />ground lease in support of Housing Hope developing supportive housing on the site. <br />The ability to process a comprehensive plan amendment/rezone provides the <br />opportunities foi future development options that would assist m meeting the needs of <br />homeless students. <br />Both the District and Housing Hope have seen the increase in numbers in homeless <br />students (1,266 in 2018) and their families. Homeless students move more often, and <br />it has been estimated that with each move 4-6 months of learning is lost. Statewide, <br />homeless students graduated at a rate of 55.5% compared to 84 7 percent for all <br />students.
