Policy 2.8.2 <br />extent possible in order to understand the types of facilities needed or <br />planned for the Everett area, the land use requirements, and potential <br />impacts of such facilities so potential sites can be identified by both the <br />Land Use Element and Capital Facilities Element. Policy <br />"Hard to site" facilities shall be located so as to provide the necessary <br />service to the intended users of the facility with the least impact on <br />surrounding land uses Only sites that are located so as to promote <br />compatibility with other existing or planned land uses shall be allowed <br />for such uses. <br />Applicant Response: As a social service agency, Housing Hope experienced the <br />difficulties of a "hard to site facility' . Project delays created a significant opportunity for <br />dialogue regarding the proposal with various community members [including the Port <br />Gardner Neighborhood Neighborhood Advisory Committee (NAC)], and staff and <br />representatives of the City of Everett, as well as the Everett School Board. Since the <br />application in 2019 Housing Hope has also presented the proposal to the City of Everett <br />Planning Commission and City Council, as well to the Port Gardner Neighborhood <br />Association, Neighborhood Advisory Committee (NAC) (created by Housing Hope to <br />facilitate public outreach and communication withm the neighborhood), and in public <br />hearings With three meetings with the NAC, Housing Hope intends to continue the <br />neighborhood outreach meetings on a regular basis throughout the course of this current <br />comprehensive plan amendment and concurrent rezone / historic overlay removal and <br />project development effort It is hoped that these community members would remain <br />engaged with Housmg Hope regarding this and other Housmg Hope locations in this <br />neighborhood. <br />2.13 Critical Area Goals, Objectives and Policies <br />Policy 2.13.1 Critical area maps provide general information regarding the location <br />and classification of specific critical areas. Require that site specific <br />review be completed and that critical areas be classified and delineated <br />in conjunction with any development proposal on or adjacent to any <br />critical area. <br />Policy 2.13.2 Geologically Hazardous Areas. <br />b) Require geotechnical analysis for land use activities (development proposals) within <br />or adjacent to such areas to determine the extent of hazard, identify potential impacts <br />of the proposal, and identify necessary mitigation measures to eliminate significant <br />hazards. <br />e) Establish seasonal limitations on land use activities, including clearing and grading, <br />adjacent to critical areas as necessary to protect -those areas. <br />Policy 2.13.3 <br />Policy 2.13.4 <br />Policy 2.13.5 <br />Steep Slopes. The City shall adopt regulations for development of steep <br />slopes which lessen the risk and prevent the occurrence of such <br />problems <br />Erosion The City should require careful and effective erosion control <br />measures during and after construction Best Management Practices <br />(BMP's) to control erosion should be required Development shall not <br />be permitted on high or severe erosion hazard areas when such <br />development would significantly increase the risk of slope failure. <br />Vegetation.
