Policy 4.1.4 <br />Policy 4.1.5 <br />Policy 4.1.6 <br />Policy 4.1.8 <br />Policy 4.1.11 <br />Support the principle that fair and equal access to housing is available <br />for all citizens <br />Encourage housing that connects with, and contributes to the vibrancy <br />and livability of the local neighborhood and community <br />Encourage or incentivize housing with amenities and attributes that are <br />attractive to all income groups, ages and household types in the urban <br />center, near the manufacturing and industrial center, and in transit <br />oriented corridors. <br />Encourage housing that is attractive and affordable with amenities for <br />households with children <br />Support reasonable housing accommodation for people with special <br />needs in all areas, and avoid concentrations of such housing while <br />protecting residential neighborhoods from adverse impacts See <br />policies 4.8.1— 4.8 10. <br />B. HOUSING PRESERVATION AND NEIGHBORFIOOD CHARACTER <br />Objective 4.2 <br />Policy 4.2.1 <br />The City shall preserve and enhance the value and character of its <br />neighborhoods by improving and extending the life of existing housing <br />stock. <br />Protect existing single family neighborhoods from substantial changes <br />such as rezoning to multiple family zones but consider measures to <br />increase housing capacity through strategies that accommodate well <br />designed infill housing that protect the character of the neighborhoods <br />C. HOUSING AFFORDABILITY <br />Objective 4.3 <br />Policy 4.3.1 <br />Policy 4.3.2 <br />Policy 4.3.3 <br />Policy 4.3.13 <br />The City shall increase access to affordable housing by instituting a <br />variety of programs increasing the supply of housing while maintaining <br />the character of existing neighborhoods. <br />Consider providing additional incentives to housing developers and <br />homebuilders in return for providing housing that is affordable to lower <br />and moderate income households <br />Consider inclusionary housing measures, as appropriate, along with <br />affordable housing incentives as necessary to promote affordable <br />housing in the Everett Planning Area <br />Evaluate existing land use regulations to identify measures that could <br />merease the supply of affordable housing as identified in the 2013 <br />Potential Residential Infill Measures Report, or other reasonable <br />measures not listed in that report. <br />Develop and implement lower offstreet parking requirements in <br />locations where car ownership rates are low for resident populations, <br />such as multifamily units student housmg, and mixed use <br />developments near transit serviced areas, to help reduce housing costs <br />and increase affordability <br />E.
