EVALUATION FOR <br />AGENCY USE ONLY <br />Policy 4.5.1 <br />Update design standards for higher density housing types to protect and <br />enhance the character of existing neighborhoods. <br />F. HOME OWNERSHIP <br />Policy 4.6.3 Promote efforts that help to change the incorrect public perception that <br />tenants of rental housing are less responsible citizens than <br />homeowners. <br />G. MULTIPLE FAMILY HOUSING - LOCATION AND COMPATIBILITY <br />Objective 4.7 <br />Policy 4.7.2 <br />The City shall encourage new multiple family housing development in <br />locations that have the least impact to existing single-family <br />neighborhoods, designed to be compatible with and complementary to <br />surrounding land uses <br />Update design guidelines to ensure that new multiple family housing <br />enhances and is compatible with surrounding uses yet respects the <br />needs of consumers for affordable housing. <br />H. SUBSIDIZED HOUSING - LOW INCOME AND SPECIAL NEEDS <br />POPULATIONS <br />Objective 4.8 <br />Policy 4.8.1 <br />Policy 4.8.2 <br />Policy 4.8.3 <br />Policy 4.8.5 <br />The City shall continue to support housing programs that increase the <br />supply of housing for low-income households and special needs <br />populations For purposes of developing housing programs to <br />implement these policies, the City shall use the definitions established <br />by the Depat latent of Housing and Urban Development for "affordable <br />housing," "extremely low income ' "very low-income housing," "low- <br />income housing," 'moderate income housing" and ' middle -income <br />housing. ' For purposes of developing housing programs to implement <br />these policies, housing for special needs populations shall be defined <br />as: Affordable housing for persons that require special assistance for <br />supportive care to subsist or achieve independent living, including but <br />not limited to persons that are elderly and frail elderly, developmentally <br />disabled, mentally ill, physically disabled, homeless, people in <br />recovery from chemical dependency, persons living with HIV/AIDS, <br />survivors of domestic violence, and youth at risk. <br />Coordinate with the Everett Housing Authority, Snohomish County <br />Housing Authority, non-profit housing providers, and other public and <br />private housing mterests to increase the supply of housing for low <br />income and special needs populations within the Everett Planning <br />Area. <br />Continue to make use of available public and private resources to <br />subsidize housing costs for low income households and special needs <br />populations within the Everett Planning Area, within the financial <br />capabilities of the city. <br />Develop strategies to disperse subsidized rental housing equitably <br />throughout the Everett Planning Area and to expand geographic <br />housing choices for low- and moderate -income households <br />Work with social service and nonprofit agencies to effectively provide <br />the services required for low-income households and special needs <br />populations, within the financial capabilities of the city <br />Environmental Checklist — Comprehensive Plan Antendment/Concurrent Rezone <br />BRENT PLANNING SOLUTIONS, LLC FoR HOUSING HOPE <br />41 <br />AUGUST 2020 REv'D <br />
