EVALUATION FOR <br />AGENCY USE ONLY <br />Policy 4.8.6 <br />Policy 4.8.7 <br />Policy 4.8.8 <br />Policy 4.8.10 <br />Policy 4.8.12 <br />Review existing programs and/or establish new programs for assisting <br />low income households and special needs populations to afford safe <br />and decent housing, within the financial capabilities of the city. <br />Cooperate with other local governments, non-profit housing providers, <br />and housing authorities to develop a 10-year plan to assist homeless <br />persons find permanent housing, within the financial capabilities of the <br />city <br />Support local and regional efforts to prevent homelessness, and provide <br />a range of housing options and support efforts to move homeless <br />persons and families to long term financial independence. <br />Promote awareness of universal design improvements that increase <br />housing accessibility <br />Ensure the zoning code provides opportunities for specific types of <br />special needs housing such as, but not limited to, adult family homes, <br />assisted living facilities, senior citizen housing, supportive housmg and <br />temporary shelter housing. Continually monitor and update definitions <br />of' existing housing types and add new types of housing for the special <br />needs population as necessary. <br />Applicant Response: The goals, objectives and policies of Everett Housing Element are <br />met and adhered to with the proposed project There a variety of housing types and <br />opportunities are presented on -site, which addresses affordability with subsidized/low- <br />income housing and the needs of the special population (homeless students and families). <br />The proposal promotes preservation with the Norton -Grand Historic Overlay zone design <br />standards, furthering development of neighborhood character with infill development. <br />Housing Hope continues to work with developing community connections with the <br />neighbors and breaking down barriers for residents of subsidized housing <br />The required housing element of the Comprehensive Plan states the need to provide <br />housing for homeless students/youth (at -risk youth) and low-income families, which this <br />partnership with the Everett School District and Housing Hope addresses. The <br />availability of a public land to address this need is unique and is consistent with policies <br />in the comprehensive plan. <br />The existing site is transitional by nature — it is the southern -most portion of the existing <br />Norton -Grand Historic Neighborhood, grades extend from Norton Ave. and slope down <br />towards Grand Ave., and it is a catalyst between various housmg types. Allowance of <br />the east portion of the site to be rezoned and historic overlay removed, would allow the <br />proposed multi -family structures to achieve a transitional zone between the single-family <br />residential to the west and the multi -family to the southeast. <br />While the request is to remove the Historic Overlay (HO) zone on the proposed eastern <br />multi -family area, the design elements of the HO would be carried throughout the site <br />and enforced through the Development Agreement. The height limit set by the Historic <br />Overlay zone would be removed, so that a viable unit density can be achieved for the <br />multi -family buildings, in order to provide generous on -site parking at the request of the <br />NAC. Multi -family structures would incorporate design elements of the proposed single- <br />family residences along Norton Ave., with historic features such as front stoops or <br />porches, pitched roofs and decorative eaves emphasized.
