Proposed measures to reduce or control light and glare impacts, if any: <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and a concurrent rezone (with removal of the <br />HO) Impacts on Light and Glare (including impact mitigation/reduction measures) <br />would be reviewed in conjunction with a future land -use proposal in accordance with <br />City development regulations. <br />Buildings on the eastern lots along Grand Avenue (proposed R-3), would be limited <br />to not more than 45' and three stories. The single-family residences (R-1 with HO) <br />along Norton Ave. could be up to 28' in height. Potential light and glare mitigation <br />could include placement of multi -family buildings moie internal to the site (which <br />places them at a lower elevation from Norton views), beyond the proposed single- <br />family residences along Norton and away from the site perimeter (see Figure 4 — <br />Concept Plan). Site lighting fixture placement could optimize lighting to desired <br />areas, and minimize light trespass to areas off -site. A Development Agreement is <br />proposed for the entire site to ensure that historic design features and project <br />components enhance and compliment the neighborhood. Future street lighting would <br />be installed in a manner that directs the lighting downward and in accordance with the <br />City of Everett street lighting standards <br />12. RECREATION <br />a. What designated and informal recreational opportunities are in the immediate <br />vicinity? <br />The site contains an infou nal grass field. The site is used by the adjacent community <br />as a play area The City of Everett Paiks and Recreation Depaituient maintains <br />numerous parks and trails, which are available to the public in the area of the Subject <br />Site. A neighborhood -style smaller park is within the immediate area - Doyle Park <br />(one block north of the site), which contains a playground and open space (allows <br />dogs).
