EVALUATION FOR <br />AGENCY USE ONLY <br />The proposal would develop single-family residences along Norton Ave., multi -family <br />along Grand Ave., and design the entire site to the standards of the historic context. <br />This would be compatible with the historic character of the neighborhood. Housing <br />Hope intends to respect the existing historic context of the Norton -Grand <br />neighborhood through continuing community inclusion in the design process and <br />collaborating with the Historic Commission to design a project that meets the spirit of <br />the historic neighborhood. It is anticipated that the proposed development could be an <br />example of successful use and adaptation of the Norton -Grand Historic Overlay zone <br />in an area where newer development and/or multi -family housing often lacked <br />integration with the historic neighborhood. <br />The conceptual site plan depicts seven detached single-family residences along Norton <br />Avenue, which would include historic characteristics such as front porches, pitched <br />roofs with decorative eaves, and cottage or story -and -a -half massing The four multi- <br />family structures are proposed as three stories, with the third story at multi -family <br />townhomes building as a daylight basement open parkmg garage where existing site <br />grades allow. Similar to the proposed SFR along Norton Ave., historic features such <br />as front stoops or porches, pitched roofs and decorative eaves would be emphasized. <br />Other historic overlay zone criteria such as steep sloping roofs, vertically proportioned <br />fenestration, traditional siding materials and historic building colors would be <br />accommodated in the design and included as project requirements in the Development <br />Agreement. A Development Agreement is proposed for the entire site to ensure that <br />historic design features and project components enhance and compliment the <br />neighborhood <br />11. LIGHT AND GLARE <br />a. What type of light or glare will the proposal produce? What time of day would <br />it mainly occur? <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). Impacts on Light and Glare (including types/times of occurrence) would be <br />reviewed in conjunction with a future land -use proposal in accordance with City <br />development regulations <br />Any future development would contain lighting associated with a housing <br />development including lighting fiom units, parking areas and security lighting. <br />b. Could light or glare from the finished project be a safety hazard or interfere with <br />views? <br />1 he Docket Application request has no anticipated impact to this environmental <br />element.
