EVALUATION FOR <br />AGENCY USE ONLY <br />b. Is the site or affected geographic area currently served by public transit? If so, <br />generally describe. If not, what is the approximate distance to the nearest transit <br />stop? <br />Everett Transit does provide public transit service to the residents of Everett. <br />Additional regional service is provided by Community Transit. The site is served with <br />an open -shelter bus stop located on Rucker Avenue (in front of Sequoia High School) <br />and a seated bus stop located nearby on Rucker at 37th Street. There are a number of <br />busses serving Everett Station and Park -and -Rides with routes to Seattle, Bellevue, <br />Marysville and Lynnwood (as well as throughout the region). Amtrak and Sounder <br />provide train service from the Everett Station, and Greyhound (bus lines) operate there, <br />too. <br />c. How many additional parking spaces would the completed project or nonproject <br />proposal have? How many would the project or proposal eliminate? <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone Impacts on <br />Transportation (including parking additions/elimination) would be reviewed in <br />conjunction with a future land -use proposal in accordance with City development <br />regulations. <br />Any future development of the site would have to provide new parking as required by <br />Everett Municipal Code. The conceptual site plan (see Figure 4) provides 53 parking <br />spaces on -site and 4 on -street spaces; the required parking spaces by City code would <br />be 34 stalls. The proposed on -site parking is in excess of code requirements. The <br />proposed street parking would accommodate the general public, and also creates a <br />traffic calming opportunity (streets with parking on both sides naturally slow the traffic <br />flow), which addresses significant neighborhood concerns regarding existing speeding <br />traffic along Norton Ave. <br />d. Will the proposal require any new improvements to existing roads, streets, <br />pedestrian, bicycle or state transportation facilities, not including driveways? If <br />so, generally describe (indicate whether public or private). <br />The Docket Application request has no anticipated impact to this environmental <br />element This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). Impacts on Transportation (including new improvements) would be reviewed <br />m conjunction with a future land -use proposal in accordance with City development <br />regulations <br />Future development is anticipated to access to the site from Grand Avenue on the east <br />side of the site. The frontage along Grand Avenue would need to be improved with <br />curb, gutter and sidewalk according to City of Everett standards and subject to Public <br />Works review.
