EVALUATION FOR <br />AGENCY USE ONLY <br />neighborhood and project goals, discussed design features, and generated refinements <br />of the conceptual site plan in response to the neighbors' feedback. Housing Hope is <br />including the community in this design process to foster a sense of partnership with <br />the neighborhood, and the resulting conceptual site plan (see Figure 4) represents <br />these collaborative efforts. <br />d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and <br />disturbance to resources. Please include plans for the above and any permits that <br />may be required. <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone Impacts on <br />Historic/Cultural Preservation (including impact avoidance/minimization measures) <br />would be reviewed in conjunction with a future land -use proposal in accordance with <br />City development regulations <br />The 2020 Docket proposal allows continuation of the R-1 zoning with the Historic <br />Overlay (HO) on the Norton -fronting parcels, and removing the HO on the requested <br />R-3 rezone parcels, with a Development Agreement proposed to require consistency <br />with the HO design intent on the entire site. This allows for the necessary height <br />exception in the multi -family buildings along Grand Avenue and promotes a transition <br />area to the neighboring properties. The Development Agreement is proposed to ensure <br />that historic design features and project components enhance and compliment the <br />neighborhood <br />Housing Hope intends to continue the neighborhood outreach meetings on a regular <br />basis throughout the course of this comprehensive plan amendment and concurrent <br />rezone / historic overlay removal and project development effort It is hoped that these <br />community members would remain engaged with Housing Hope regarding this and <br />other Housing Hope locations in this neighborhood. <br />14. TRANSPORTATION <br />a. Identify public streets and highways serving the site or affected geographic area, <br />and describe proposed access to the existing street system. Show on -site plans, if <br />any. <br />The site is located on the east side of Norton Avenue opposite Clinton Place. It is <br />anticipated that vehicular and fire apparatus access to the site would be from Grand <br />Avenue on the east side of the site. Single-family houses along Norton Avenue would <br />have parking located behind the houses The frontage along Grand Avenue would <br />need to be improved with curb, gutter and sidewalk according to City of Everett <br />standards and subject to Public Woiks review.
