The maximum number of trips wouldn't meet the City's threshold for <br />requiring level of service analysis at off -site intersection Regardless of the zoning <br />any development would be required to pay traffic impact fees [unless waived] and <br />provide sight distance at the accesses to meet City of Everett standards. <br />Will the proposal interfere with, affect or be affected by the movement of <br />agricultural and forest products on roads or streets in the area? If so, generally <br />describe. <br />There are no working fauns or forest land in the immediate area of the site. The site <br />and surrounding area are urban in nature. <br />h. Proposed measures to reduce or control transportation impacts, if any: <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO) Impacts on Transportation (including impact mitigation/reduction/control <br />measures) would be reviewed in conjunction with a future land -use proposal in <br />accordance with City development regulations. <br />The potential rezone, with a future development, would add vehicle trips to the site <br />and surrounding road system. Any future development of the site would be required <br />to provide a traffic study based on the number of emits to be developed. The study <br />would review impacts and potential mitigation that may be necessary. Frontage and <br />pedestrian walkway improvements would be required to be consistent with City code <br />requirements. Sight distance at the accesses would be required to meet City of Everett <br />standards. <br />The City of Everett currently has a traffic impact fee of $2,400 per PM peak -hour trip. <br />EMC 18.40.145 allows fee exemptions and reductions for new low-income housing <br />units; which is in accordance with State requirements. Housing Hope anticipates <br />seeking a waiver of traffic mitigation fees with a future project and would be <br />responsible for paying any mitigation fee not waived at the time of building permits <br />being issued by the City. <br />A Development Agreement is proposed for the entire site to ensure that historic design <br />features and project components enhance and compliment the neighborhood. The <br />proposed street parking would accommodate the general public, and also creates a <br />traffic calming opportunity (streets parked on both sides naturally slow the traffic <br />flow), which addresses significant neighborhood concerns regarding existing speeding <br />traffic along Norton Avenue.
