D. Supplemental sheet for non -project actions <br />1. How would the proposal be likely to increase discharge to water; emissions to air; production, <br />storage, or release of toxic or hazardous substances; or production of noise? <br />There would be no increased discharge to water; emissions to air, production, storage, or release <br />of toxic or hazardous substances; or production of noise as a result of an amendment request for a <br />change in the Comprehensive Plan land use map and rezone to a consistent implementing zone on <br />the eastern portion of the site. This proposal is limited to an evaluation of impacts related to this <br />request. As a non -project action impacts on water; emissions to air; production, storage, or release <br />of toxic or hazardous substances; or production of noise would be reviewed in conjunction with a <br />future land -use proposal in accordance with City development regulations. There would be impacts <br />associated with the increased density allowed by the rezone. <br />Proposed measures to avoid or reduce such increases are: <br />There would be no impact related to the non -project action; therefore, there are no mitigation <br />measures being proposed. At the project level stage review would be conducted by the City related <br />to development regulations and potential mitigation requirements. <br />2. How would the proposal be likely to affect plants, animals, fish, or marine life? <br />The proposed Docketing Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a comprehensive plan <br />amendment request and concurrent rezone. A consistency determination would be required as <br />part of the docketing process and City Council action. <br />The site was developed with Jackson Elementary School (1902-1955). It contains a maintained <br />field area and provides limited vegetation and habitat on much of the site with the exception of the <br />treed area along the south/east. This proposal is limited to an evaluation of impacts related to this <br />request. As a non -project action, impacts on plants, animals, fish, or marine life would be reviewed <br />in conjunction with a future land -use proposal in accordance with City development regulations. <br />Proposed measures to protect or conserve plants,_ animals, fish, or marine life are: <br />There would be no impact related to the non -project action; therefore, there are no mitigation <br />measures being proposed. At the pzoject-level stage review would be conducted by the City related <br />to development regulations and potential mitigation requirements related to plant and animals. <br />There would be a Loss of minimal habitat with future development. Landscaping of the site would <br />need to meet City code requirements. • <br />3. How would the proposal be likely to deplete energy or natural resources? <br />The proposal is unlikely to deplete energy or natural resources. The proposed Docketing <br />Application is to amend the Comprehensive Plan.
