the Land Use Map and provide a consistent implementing zone on the eastern portion of the site. <br />The application request requires action and approval by the City Council related to consistency. <br />This proposal is limited to an evaluation of impacts related to this request. As a non -project action, <br />impacts on energy or natural resources would be reviewed in conjunction with a future land -use <br />proposal in accordance with City development regulations. Based on funding criteria of the future <br />proposed affordable housing development (single- and multi -family development), the "Evergreen <br />Sustainable Development Criteria" may apply to the project, which would contribute to <br />conservation of energy and natural resources through sustainable site and building design and <br />construction criteria. <br />Proposed measures to protect or conserve energy and natural resources are: <br />There would be no impact to the non -project action; therefore, there are no mitigation measures <br />being proposed. Energy and natural resource use impacts would be evaluated at the time of <br />development permit application. <br />4. How would the proposal be likely to use or affect environmentally sensitive areas or areas <br />designated (or eligible or under study) for governmental protection; such as parks, wilderness, <br />wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, <br />wetlands, floodplains, or prime farmlands? <br />Research was conducted for the Docket Request proposal. There were no environmentally <br />sensitive areas (except steep slopes) or areas designated (or eligible or under study) for <br />governmental protection discovered on the Subject Site. This proposal is limited to an evaluation <br />of impacts related to this request. As a non -project action, impacts on areas designated (or eligible <br />or under study) for governmental protection (such as parks, wilderness, wild and scenic rivers, <br />threatened or endangered species habitat, historic or cultural sites, wetlands, floodplains, or prime <br />farmlands (including the likelihood to use or affect environmentally sensitive areas) would be <br />reviewed in conjunction with a future land -use proposal in accordance with City development <br />regulations. <br />The site is being used as an informal play field area by the surrounding community. Future <br />development of the site would remove this use. The site was the location of Jackson Elementary <br />School, built in 1902 and tom down in 1955. <br />Proposed measures to protect such resources or to avoid or reduce impacts are: <br />There would be no impact related to the non -project action; therefore, there are no additional <br />mitigation measures being proposed. A Development A:reernent is proposed for the entire site to <br />ensure that historic design features and project components enhance and compliment the <br />neighborhood. There are no sensitive areas on site except for steep slopes. Sensitive areas would <br />be evaluated at the time of a development permit application. <br />5.
