advancing the general purposes of the zoning ordinance and the Everett general plan,the specific intent of the <br /> floodplain overlay zones is: <br /> a. To restrict or prohibit uses which are dangerous to health,safety or property in times of flood or which cause <br /> excessive increases in flood heights or velocities; <br /> b. To require that uses vulnerable to floods, including public facilities which serve such uses,shall be protected <br /> against flood damage at the time of initial construction; <br /> c. To ensure that those who occupy the areas of special flood hazard assume responsibility for their actions; <br /> d. To ensure that potential buyers are notified that property is in an area of special flood hazard; <br /> e. To meet the minimum requirements of the National Flood Insurance Program,thus qualifying residents of the <br /> city to participate in the Federal Flood Insurance Program. <br /> Is hereby repealed. <br /> Section 7. Subsection 030.0 of Section 3 of Ordinance No. 1671-89, as amended (EMC <br /> 19.03.030.C), which reads as follows: <br /> C. Overlay Zone.Some properties are also located in an area in which an overlay zone exists,which will be <br /> indicated on the zone map with one of the symbols shown below, attached as a suffix to the use zone.An overlay <br /> zone is a secondary zone which applies additional regulations or special review procedures,and which cannot be <br /> established without being attached to one of the use zones.The following zones are overlay zones: <br /> C-O (clinic-office) <br /> D (design) <br /> H (historic) <br /> PD (planned development) <br /> PRD (planned residential development) <br /> FWD (floodway district) <br /> UFFD (urban flood fringe district) <br /> RFFD (rural flood fringe district) <br /> I (institutional) <br /> AC (airport compatibility) <br /> 4 <br />
