k) Bias free policing and cultural competency, including best practices for <br /> interacting with students from particular backgrounds, including English learners, <br /> LGBTQ, and immigrants; and <br /> 1) The federal family educational rights and privacy act (20 U.S.C. Sec. 1232g) <br /> requirements including limits on access to and dissemination of student records <br /> for noneducational purposes. <br /> 2. Section 12, Paragraph B. of the September 1, 2018, Interlocal Agreement shall be wholly <br /> replaced and AMENDED as follows: <br /> The parties agree to follow the requirements for School Resource Officer programs set <br /> forth in RCW 28A.320.124 along with the goals and expectations outlined in the Everett <br /> Police Department SRO Handbook which includes the best practices of the National <br /> Association of School Resource Officers (NASRO). The SRO Handbook will be <br /> reviewed, and updated if necessary, in conjunction with the annual renewal of this <br /> agreement through the process described in new Section 1, Paragraph F. It is agreed that <br /> the City will select the officer to be assigned as an SRO to each of the five schools after <br /> consultation with the District. It is intended that an SRO be at an assigned school or <br /> schools on the days that school is in session for face-to-face learning, for his/her forty- <br /> two (42) hour work week. During times that school is in session either 100%remotely or <br /> in a hybrid remote learning/face-to-face learning environment, it is intended that the <br /> District and the City will confer and agree upon a work week appropriate for the specific <br /> learning environment. In any of these situations, SROs are expected to be punctual in <br /> reporting to their assigned school at the time they are scheduled to begin work unless <br /> previously approved by the Youth Services Sergeant. SROs are expected to schedule <br /> days off and vacations in conjunction with the school calendar. Vacation or elective time <br /> off during the school year will be approved on a case-by-case basis by the Youth Services <br /> Sergeant. If an assigned SRO assigned to either Everett High School or Cascade High <br /> School is transferred to the City's Police Department Administrative Services Division <br /> because of extended absence or other circumstances, the City will select an alternate SRO <br /> to be assigned to the school within thirty (30) days. In the event the City is experiencing a <br /> Police staffing shortage that prevents assignment of an alternate SRO to either Everett <br /> High School or Cascade High School,the parties agree to renegotiate the Agreement as <br /> set forth in Section 4. <br /> 3. Section 1, Paragraph C. of the September 12, 2018, Interlocal Agreement shall be wholly <br /> replaced and AMENDED as follows: <br /> While school is in session in any type of learning environment(i.e., one hundred percent <br /> remote,hybrid remote/face-to-face learning, or one hundred percent face-to-face <br /> learning), the SRO's daily schedule will be mutually agreed upon by the school principal, <br /> the SRO and the Youth Services Sergeant to maximize the SRO's positive impact on the <br /> school community. During times when school is in session in a one hundred percent <br /> remote learning environment, a sergeant and the two high school SRO's will be <br /> transferred into the City's Youth Services unit. The patrol division will endeavor to <br /> provide a heightened level of surveillance at all District schools located within the City of <br /> Everett as staffing and call load allows, including perimeter reviews to deter vandalism. <br /> The two District-funded SROs will continue to support all District schools within the <br /> City, and will be available for a number of support activities, including but not limited to, <br /> Page-2 <br />
