DocuSign Envelope ID:FCF6800B-OAF1-462A-9F3B-0855DE2AFB01 <br /> 20 <br /> FUNDING AGREEMENT <br /> BETWEEN SOUND TRANSIT AND THE CITY OF EVERETT <br /> FOR CONTRIBUTION TO THE CONSTRUCTION OF THE EVERETT STATION PARK-AND-RIDE EXPANSION <br /> PROJECT <br /> GA 0255-19 <br /> This funding agreement("Agreement") is entered into between the Central Puget Sound Regional <br /> Transit Authority("Sound Transit"),a regional transit authority created pursuant to chapters 81.104 and <br /> 81.112 RCW, and the City of Everett, a Washington municipal corporation ("City"),sometimes <br /> collectively referred to as"Parties"or individually as"Party." <br /> RECITALS <br /> A. The City owns Everett Station,which provides parking stalls, bus bays, and platforms to support <br /> transit services including Sound Transit commuter rail and bus service. <br /> B. Sound Transit owns the regional signage and information display hardware,the commuter rail <br /> platform, a commuter rail train operations building, a pedestrian bridge connecting two parking lots, <br /> one parking lot located to the east of the station and the pedestrian bridge elevator at Everett <br /> Station. <br /> C. The Parties entered into an Operations and Maintenance Agreement for Everett Station in 2002 and <br /> have entered into three subsequent operations and maintenance agreements,the most recent of <br /> which expires on December 31, 2020. <br /> D. The conceptual scope of work for the Everett Link Extension (EVLE) representative project in the <br /> Sound Transit 3 (ST3) plan includes parking for EVLE riders. Sound Transit still must complete state <br /> and federal environmental review for EVLE and cannot predetermine the outcome of the <br /> environmental review and Sound Transit Board decision-making processes. <br /> E. Everett Station serves as a major transportation hub in Snohomish County for rail and transit service <br /> including Sound Transit commuter rail and ST Express bus service,Amtrak passenger rail,Greyhound <br /> bus, and bus service provided by Everett Transit, Community Transit(CT), Island Transit, and Skagit <br /> Transit. <br /> F. In 2009,approximately 80 parking spaces were removed from an existing parking lot designed for <br /> commuter use by Sound Transit in order to build the terminal for Community Transit's SWIFT bus <br /> rapid transit service.To offset this loss of parking, Everett Transit has now acquired the space to add <br /> 90 additional parking stalls. <br /> G. In addition, utilization of all parking facilities at Everett Station has been increasing and additional <br /> demand is expected when Sound Transit's Lynnwood Link project opens in 2024.Additional parking <br /> is needed to support existing transit service independent of the future EVLE project. Consequently, <br /> the Parties desire to expand parking at Everett Station for use by Sound Transit and Everett Transit <br /> riders. <br /> H. The City received a WSDOT Regional Mobility Grant for the partial construction of a Park& Ride <br /> expansion project at Everett Station (the"Project"). <br /> 1 <br /> GA 0255-19 <br />
