Criteria for Selection (70 Points Maximum) 1. Describe the structure of the consultant team and all subconsultant(s) with contact information and a description of each company. Include a summary of each team member's qualifications, experience, and role on the project. (10 points) 2. The City of Everett requires an experienced project manager capable of sharing management responsibilities with the City and providing direction, scheduling, and oversight for multidisciplinary federally funded projects If a consultant is selected for the project, the project manager identified in the submittal must act as the primary point of contact throughout the duration of the contract, unless a suitable replacement is approved by the City. a. Describe the project manager's experience supervising projects similar in scope and nature. (10 points) b. Explain how the project manager will maintain communication with the City, project team members, subconsultants, and other relevant stakeholders. (5 points) c. Describe the tools, techniques, and project management software that the project manager uses to ensure tasks are assigned, completed on schedule, and communicated to all team members. (5 points) 3. Include a list of projects, similar in scope and nature, completed by the consultant team in the last seven (7) years. For one or more of the projects, include the following details. a. Project name, date, and a brief description of the project, including contact name and information for both the agency owner and contractor. (5 points) b. Comparison of the engineer's cost estimate, bid award, and final construction cost with an explanation of any differences. (5 points) c. Design and project management costs as a percentage of construction cost. (5 points) 4. Describe the level of effort, potential issues, and impacts involved with this project and those similar in scope and nature. Include in the description an estimated project schedule. (10 points) 5. Provide no more than (3) letters of recommendation from previous clients with projects similar in scope and nature. (10 points) 6. Explain how the consultant team plans to meet the project's mandatory UDBE goal of eight (8) percent and provide supporting contact information of the proposed UDBE(s). (3 points) 7. Identify the location of the design team's project office. Preference will be given to offices closest to the City's Public Works Department. (2 points) Statements shall be limited to twenty (20) 8.5" x 11" size pages, excluding the title page, cover letter, and no more than three (3) letters of recommendation from previous clients. No additional information or pamphlets will be considered.
