City Responsibilities <br />It is anticipated that the City will complete the following tasks; however the consultant should <br />have the resources to support or complete these tasks as determined by the City. <br />1. Project management tasks not performed by the consultant. <br />2. Surveying and right-of-way. <br />a. Topographic survey mapping and right-of-way determination. <br />b. Underground utility surveying. <br />c. Right-of-way acquisition negotiation, description, and agreements. <br />3. Environmental review and permitting. <br />Design work is expected to begin in 2021 with anticipated completion of ad -ready PS&E by summer <br />2022. <br />CONDITIONS OF THE AGREEMENT <br />The Consulfng Agreement for this project has a mandatory Underutilized Disadvantaged Business <br />Enterprises (UDBE) eight (8) percent goal. A list of certified UDBE firms can be obtained from the <br />Washington State Office of Minority and Women's Enterprises. <br />The City reserves the right to retain the services of the successful firm for any subsequent phases <br />associated with the project; however, the City may assume full responsibility of the project at any <br />time. The selected consultant will have the opportunity to negotiate with the City to enter into a <br />Consultant Agreement, which will establish a maximum contract amount. The City will authorize <br />some or all of the work elements described above on a phase and task basis. <br />The Agreement used for this project can be obtained from the WSDOT Local Agency Guidelines <br />website for Consultant Agreements and Indirect Cost Rate Information. The selected consultant <br />will be required to execute one of the provided agreements and comply with its requirements. <br />Copies of a sample Agreement can also be obtained online or by email from Shaun Bridge at <br />SBridge@everettwa.gov. <br />Federal funds will be used for this project. All aspects of this project shall comply with the <br />requirements of the funding agencies. Federally funded projects are required to meet Federal <br />Equal Employment Opportunity (EEO) requirements. <br />SUBMITTAL <br />Each submitted Statement of Qualifications will be scored by a panel of City staff based on the <br />following criteria, which must be included in the submittal. Two (2) or more of the highest scoring <br />consultant teams will be selected for an interview. If a consultant team is selected for an interview, <br />the project manager identified in the submittal must be present at the interview. <br />3 of 5 <br />
