EVERETT <br />PUBLIC WORKS - Engineering <br />WASHINGTON <br />REQUEST FOR QUALIFICATIONS <br />CALIFORNIA STREET PED/BIKE CORRIDOR <br />Notice is hereby given that Statements of Qualifications will be received by the City of Everett <br />Public Works Department until 4:00 PM on Monday, December 14, 2020, for preliminary <br />e ngineering, design engineering, and construction engineering services for the California Street <br />Ped/Bike Corridor. <br />PROJECT DESCRIPTION <br />The work to be performed by the consultant consists of preliminary engineering, design <br />e ngineering, and, at the City's discretion, may include construction engineering services. The <br />project will ultimately construct the California Street corridor east of Broadway as described in the <br />City of Everett's current Bicycle Master Plan. This corridor will be the primary east/west bicycle <br />route between downtown Everett and the existing US 2 trail Pedestrian bicycle, and roadway <br />improvements will be made to the route, which begins at California St and Broadway Ave, heads <br />e ast on California St to Maple St, south on Maple St to Hewitt Ave, and east on Hewitt Ave to the <br />existing trail on eastbound US 2. The proposed route intersects several high traffic volume City <br />streets that access US 2 and 1-5, presenting complex challenges regarding roadway design, traffic <br />control, and bicycle and pedestrian safety improvements. <br />The proposed scope of work includes the following elements: roadway channelization; traffic <br />analysis and modeling; bicycle and pedestrian facilities and associated safety improvements; <br />stormwater improvements; landscaping and street lighting and signal modifications in support of <br />safety improvements. The scope of work and all elements are subject to review and approval by <br />WSDOT. <br />The selected Consultant shall be capable of providing the necessary multidisciplinary resources <br />required to complete all stages of the project, which will be authorized in the phases and tasks <br />described below The consultant shall deliver detailed and comprehensive project documents at <br />the conclusion of each phase described below. <br />Phase 1: Preliminary Analysis and Design <br />The consultant shall complete the following preliminary design services. <br />Task 1. Project management, which includes development of the project schedule and <br />coordination with the City regarding project tasks. <br />Task 2. Conceptual design to include development of multiple design concepts and <br />alternatives along the route and through intersections. <br />Task 3.
