ANNUAL DOCKET Comprehensive Plan Docket: The Growth Management Act (GMA) limits amendment of the comprehensive plan, often referred to as the "docket", to no more frequently than once every year. (RCW 36.70A.130(2)(a)) PROCESS: This application was included in the 2020 annual docket with a complete application filed by January 13, 2020. The GMA requires development regulations be consistent with the comprehensive plan. Accordingly,the request to amend the zoning map is considered concurrently with the request to amend the comprehensive plan land use map in order to meet the internal consistency requirements. PUBLIC COMMENT GMA Notice: The city provided 60-day notice to the Washington State Department of Commerce regarding the proposed comprehensive plan amendment and rezone. Commerce acknowledged receipt of that letter on February 24, 2020. Agency/City Department Review: The city provided the application to other city departments and agencies and requested comments on these proposed amendments. No comments were received. PUBLIC/AGENCY NOTICE: Notice of Public Hearing and SEPA Determination: On February 19, 2020,the city issued notice of a public hearing on the proposed comprehensive plan amendment and rezone, as well as notice of a Determination of Nonsignificance for the environmental review.The notice was mailed to property owners within 500 feet, SEPA and comprehensive plan interested parties, Glacier View neighborhood leader.The notice was published in the official city newspaper(The Everett Herald) on February 19. In addition,the site was posted for 15 days prior to the originally scheduled public hearing (April 7th). The Planning Commission rescheduled the public hearing due to public meeting restrictions during the coronavirus pandemic. COMMENTS RECEIVED: None to date. Page 2 of 6
