Zoning Map Amendment: EMC 19.41.160(D); EMC 19.01.050 Purpose and application of zone districts; 19.31B.010 Evergreen Way and MUO Zones. Comprehensive Plan Map Amendment Analysis: The process to amend the comprehensive plan map states that the burden of proof is upon the proponent to demonstrate the long-term benefit to the community as a whole. Applicable GMA goals (RCW 36.70A.020)that this proposed amendment would help achieve include: Encourage development in urban areas where adequate public facilities and services exist or can be provided in an efficient manner. Reduce the inappropriate conversion of undeveloped land into sprawling, low-density development. Encourage the availability of affordable housing to all economic CONSISTENCY WITH segments of the population, promote a variety of residential ADOPTED POLICIES AND densities and housing types, and encourage preservation of existing CODES: housing stock. The comprehensive plan describes how commercial arterial corridors, such as Evergreen Way, will be the focus of transit compatible commercial and high density residential development. (pg. 7) The following factors shall be considered in reviewing such amendment requests. 1. The proposed land use designation must be supported by or consistent with the existing policies of the various elements of the comprehensive plan.
