Land <br /> Use Designations-Locational Criteria (pgs. 23-24), Multiple Family High <br /> Density and Commercial Mixed-Use; Chapter 1, Intro.,Section VII.H; <br /> SOURCES: Housing Element; Evergreen Way Revitalization Subarea Plan, 2012. <br /> Zoning Map Amendment: EMC 19.41.160(D); EMC 19.01.050 Purpose <br /> and application of zone districts; 19.31B.010 Evergreen Way and MUO <br /> Zones. <br /> Comprehensive Plan Map Amendment Analysis: <br /> The process to amend the comprehensive plan map states that the <br /> burden of proof is upon the proponent to demonstrate the long-term <br /> benefit to the community as a whole. Applicable GMA goals (RCW <br /> 36.70A.020)that this proposed amendment would help achieve <br /> include: <br /> Encourage development in urban areas where adequate public <br /> facilities and services exist or can be provided in an efficient <br /> manner. <br /> Reduce the inappropriate conversion of undeveloped land into <br /> sprawling, low-density development. <br /> Encourage the availability of affordable housing to all economic <br /> CONSISTENCY WITH segments of the population, promote a variety of residential <br /> ADOPTED POLICIES AND densities and housing types, and encourage preservation of existing <br /> CODES: housing stock. <br /> The comprehensive plan describes how commercial arterial corridors, <br /> such as Evergreen Way, will be the focus of transit compatible <br /> commercial and high density residential development. (pg. 7) The <br /> following factors shall be considered in reviewing such amendment <br /> requests. <br /> 1. The proposed land use designation must be supported by or <br /> consistent with the existing policies of the various elements of the <br /> comprehensive plan. <br /> Response:This proposal is consistent with the following policies: <br /> • Housing growth in Everett will be principally in the form of <br /> multiple family dwellings in redevelopment areas...g.)
