The proposed land use designation must be supported by or <br /> consistent with the existing policies of the various elements of the <br /> comprehensive plan. <br /> Response:This proposal is consistent with the following policies: <br /> • Housing growth in Everett will be principally in the form of <br /> multiple family dwellings in redevelopment areas. (pg. 6 Intro. II <br /> B 7) <br /> • Arterial streets traditionally zoned or used for commercial <br /> activities will be the focus of redevelopment with a greater <br /> emphasis on residential uses mixed with commercial <br /> development. (pg. 7 Intro. II B 14) <br /> • Assure a wide range of housing opportunities (LU 2.1.1) <br /> • Promote increased densities and infill housing types (LU 2.1.2) <br /> • Promote housing alternatives to large lot single family detached <br /> dwelling(H 4.1.2) <br /> 2. Have circumstances related to the subject property and the area in <br /> which it is located changed sufficiently since the adoption of the Land <br /> Use Element to justify a change to the land use designation? <br /> Response: More housing is needed for the City's growing population <br /> and public health care services like those provided by the non-profit <br /> Evergreen Health Centers (ERC) are regionally lacking and cannot <br /> meet the current demand. ERC is proposing to expand their existing <br /> facility so this would be considered market driven and not purely a <br /> speculative commercial use. The applicant has offered to enter into a <br /> development agreement with the City that would limit the type, scope <br /> and scale of allowed commercial uses in conjunction with the <br /> proposed rezone to C-1 General Commercial. <br /> 3. Are the assumptions upon which the land use designation of the <br /> subject property is based erroneous, or is new information available <br /> which was not considered at the time the Land Use Element was <br /> adopted,that justify a change to the land use designation? <br /> Response:There are new, much higher projections from the Puget <br /> Sound Regional Council for more residents and jobs in Everett. More <br /> housing is needed for the City's growing population and multiple <br /> family dwellings are an efficient use of land adjacent to I-5 and close <br /> to Everett Avenue where bus transit is available. <br /> 4. Does the proposed land use designation promote a more desirable <br /> land use pattern for the community as a whole? <br /> Page 4 of 6 <br />
