Staff Report REVV 20-002 <br /> Response: The proposed designation of Commercial Mixed-Use is <br /> consistent with designations in the vicinity to the south and west of <br /> the site. To the west is the 1-5 northbound ramp with sound walls,to <br /> the north 26th Avenue serves as a logical boundary with a large church <br /> located on the north side of 26th Avenue. The alley to the east of the <br /> existing facility serves as a logical boundary from the single family <br /> homes located to the east. <br /> 5. Should the proposed land use designation be applied to other <br /> properties in the vicinity? The reasons for changing the land use <br /> designation of a single site as requested does not constitute a grant of <br /> special privilege to the proponent or a single owner of property. <br /> Response:This proposal to amend the comprehensive plan and <br /> zone to commercial is consistent with designations to the south and <br /> west of the site. The applicant is proposing the change in land use to <br /> allow expansion of an existing use that provides a benefit to the <br /> community. The alley to the east of the existing facility is a reasonable <br /> boundary that acknowledges the single family uses along Harrison <br /> Avenue. No adjacent property owners have inquired about adding <br /> their property to the proposed amendments. <br /> 6. What impacts would the proposed change of land use designation <br /> have on the current use of other properties in the vicinity, and what <br /> measures should be taken to assure compatibility with the uses of <br /> other properties in the vicinity? <br /> Response:As single family uses in this general area are redeveloped, it <br /> will be important to utilize development standards, including <br /> setbacks, building heights, off-street parking to help mitigate potential <br /> adverse impacts on the neighborhood. The applicant has offered to <br /> enter into a development agreement to limit future uses on the site, <br /> specify building maximum size and height, and signage/landscaping. <br /> The agreement will be prepared upon approval of the rezone. <br /> 7. Would the change of the land use designation sought by the <br /> proponent create pressure to change the land use designation of <br /> other properties in the vicinity? Would the change of land use <br /> designation be in the best long-term interests of the community in <br /> general? <br /> Response: This proposal would facilitate the renovation and <br /> expansion of a social service provider that is already well established <br /> in the area. More housing is needed for the City's growing population <br /> and multiple family dwellings are supported in areas like this that are <br /> served by a nearby bus stop. <br /> Page 5 of 6 <br />
