Staff Report REVV 20-002 <br /> Zoning Map Amendment Analysis: <br /> Site-Specific Rezone Criteria. (EMC 19.41.160) <br /> The review authority may approve an application for a site-specific <br /> rezone if: <br /> a. The proposed rezone is consistent with the comprehensive plan. <br /> Response: The proposed rezone would be consistent with the <br /> amended comprehensive plan designation of Commercial <br /> Mixed-Use. <br /> b. The proposed rezone bears a substantial relation to public health, <br /> safety or welfare;and the proposed rezone promotes the best <br /> long-term interests of the Everett community. <br /> Response:The amendments will allow renovation and <br /> expansion of the ERC allowing construction of two multi- <br /> family residential buildings and therapeutic daycare with <br /> improved spaces to allow mothers with more than one child <br /> to participate in a recovery program. In cooperation with the <br /> nearby hospitals, a new postpartum care model will be <br /> implemented. <br /> c. The proposed rezone mitigates any adverse impact(s) upon <br /> existing or anticipated land uses in the immediate vicinity of the <br /> subject property. <br /> Response: Design standards are established for residential <br /> and commercial redevelopment to improve the public safety <br /> and aesthetic character of an area. <br /> RECOMMENDED ACTION/MOTION: <br /> Planning staff recommends the Planning Commission forward a recommendation to the City Council <br /> as follows: <br /> Approve the Comprehensive Plan Map amendment from Single Family to Commercial Mixed-Use <br /> for the subject property (see Exhibit 1). Approve a zoning amendment from R-2 Single Family <br /> Detached Medium Density to C-1 General Commercial for the subject property (see Exhibit 2). <br /> A draft resolution with findings and conclusions supporting this recommendation is attached for the <br /> Planning Commission's consideration. <br /> Page 6 of 6 <br />
