owl EVERETT WASHINGTON RESOLUTION NO. 7579 A RESOLUTION Declaring the 2020 Comprehensive Plan Annual Docket Review Complete WHEREAS, A. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth Management Act (GMA) in 1994 and conducted a comprehensive review and update of the Plan in 2015; and B. Codified as Chapter 36.70A, the GMA allows for comprehensive plans to be amended on an annual basis; and C. The GMA requires that all proposals to amend the comprehensive plan shall be considered concurrently so the cumulative effect of the various proposals can be ascertained; and D. The City of Everett issued a public notice on December 4, 2019 requesting applications be submitted no later than January 13, 2020 for any proposed comprehensive plan and associated development regulation (e.g., zoning) amendments; and E. The City of Everett initiated its 2020 annual comprehensive plan amendment review process on January 14, 2020, which included consideration of three area specific comprehensive plan land use designation and zoning map amendments, as well as amendments associated with Rethink Zoning; and F. The City of Everett Planning Commission held multiple public workshops and public hearings throughout the year on these items; and G. The proposed amendments will maintain internal consistency within the comprehensive plan elements as required by RCW 36.70A.070; and H. The proposed zoning map amendments will implement the approved comprehensive plan land use designations and text changes, as amended; and I. The City regularly updates the various chapters of the comprehensive plan in order to keep the document timely and of value to the public and City decision makers; and J. The City completed environmental review of the proposed amendments consistent with the State Environmental Policy Act and local procedures; and
