owl <br /> EVERETT <br /> WASHINGTON <br /> RESOLUTION NO. 7579 <br /> A RESOLUTION Declaring the 2020 Comprehensive Plan Annual Docket Review Complete <br /> WHEREAS, <br /> A. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act (GMA) in 1994 and conducted a comprehensive review and update of the Plan <br /> in 2015; and <br /> B. Codified as Chapter 36.70A, the GMA allows for comprehensive plans to be amended on an <br /> annual basis; and <br /> C. The GMA requires that all proposals to amend the comprehensive plan shall be considered <br /> concurrently so the cumulative effect of the various proposals can be ascertained; and <br /> D. The City of Everett issued a public notice on December 4, 2019 requesting applications be <br /> submitted no later than January 13, 2020 for any proposed comprehensive plan and associated <br /> development regulation (e.g., zoning) amendments; and <br /> E. The City of Everett initiated its 2020 annual comprehensive plan amendment review process on <br /> January 14, 2020, which included consideration of three area specific comprehensive plan land <br /> use designation and zoning map amendments, as well as amendments associated with Rethink <br /> Zoning; and <br /> F. The City of Everett Planning Commission held multiple public workshops and public hearings <br /> throughout the year on these items; and <br /> G. The proposed amendments will maintain internal consistency within the comprehensive plan <br /> elements as required by RCW 36.70A.070; and <br /> H. The proposed zoning map amendments will implement the approved comprehensive plan land <br /> use designations and text changes, as amended; and <br /> I. The City regularly updates the various chapters of the comprehensive plan in order to keep the <br /> document timely and of value to the public and City decision makers; and <br /> J. The City completed environmental review of the proposed amendments consistent with the <br /> State Environmental Policy Act and local procedures; and <br />
