Project: Grand Avenue Park Bridge
Change Order No.: 25
Change Order Effective Date: 9-29-2020
Justification
Existing Bid Item #A-43—Ductile Iron Pipe for Storm Sewer,36-Inch Diameter Class 53
Existing Bid Item #A-77—30-Inch Diameter Flexible Coupling(Single Ball with Exp).
Existing Bid Item #A-92—Steel Reinforcing Bar-Utility Bridge.
Existing Bid Item #A-171 —Shoring or Extra Excavation Class B.
All four(4) existing bid items above overran plan quantity. Quantities are being increased to
account for actual quantities on these bid items. Working Days impacted: 0.
New Item #A-326—Third Party Damage: Fisherman's Harbor Apartment Fire. The night of the
apartment fire at the Port of Everett, just to the NW of the bridge, a significant amount of ash and
debris was deposited in the footprint of the bridge project that required cleanup work. This new item is
being created to account for costs to pay for the fire cleanup. Working Days impacted: 0.
New Item #A-327—Fence Replacement. This new item is being created to pay for costs to replace a
damaged fence adjacent to Grand Avenue Park that was damaged due to work on this project.
Working Days impacted: 2.
New Item #A-328—Grade and Drainage Modifications at Grand Avenue Park. A storm drain
installed per approved design in the park concrete didn't drain properly, so the contractor removed and
replaced the drain and installed some additional concrete. This new item is being created to account
for costs to pay for this additional work. Working Days impacted: 2.
New Item #A-329—Structure Excavation Class B Including Haul,Increased Quantities Cost.
Replaces the portion above 125% of plan quantity from bid item #A-25.
New Item #A-330—Crushed Surfacing Base Course, Increased Quantities Cost. Replaces the portion above 125% of
plan quantity from bid item #A-104.
All three(3) of the new items above had actual quantities of over 125% of their original bid item.
The WSDOT Standard Specifications allows for each original bid item to be renegotiated to
compensate the contractor for actual costs of the bid item. New items were created to pay for
each of those quantities above the 125% amount. Working Days impacted: 0.
New Item #A-332—Apply Anti-Graffiti Coating on Concrete Block Walls in Park, and Other
Miscellaneous Additional Work. Other miscellaneous work included the
addition of steel bolts into the throw barrier underneath the west tower stairs to better secure the
panels. The contractor also removed and transported miscellaneous City of Everett signs to the city
yard. This new item is being created to account for costs to do this extra work. Working Days
impacted: 0.
