City of Everett <br /> Receiving Waters Assessment and Update of Surface Water <br /> Comprehensive Plan <br /> Exhibit A - Scope of Work <br /> Otak Project 33335 <br /> October 30, 2020 <br /> Project Understanding <br /> The City of Everett published a Surface Water Comprehensive Plan (SWCP) in 2017. <br /> Since that time, the Phase II NPDES Municipal Stormwater Permit was re-issued and became effective on August <br /> 1, 2019. It requires the City to develop a Stormwater Management Action Plan (SMAP). The SMAP must be for a <br /> high priority catchment that outlines strategies and projects to improve the quality of the receiving water. The first <br /> steps of this process are described in Ecology's Storm water Management Action Planning Guidance document <br /> (SMAP Guidance) section titled Receiving Water Conditions Assessment. Everett has applied for an Ecology <br /> grant to complete the subsequent Receiving Water Prioritization and Stormwater Management Action Plan. <br /> Since adoption of the SWCP, additionally, local and state agencies have published plans and studies related to <br /> riparian and aquatic habitat conditions near Everett, Water Resource Inventory Area (WRIA) 7 and 8 plans have <br /> been updated, the City has made changes to its separated and combined sewer systems resulting in two new <br /> separated stormwater basins, and some stormwater capital improvements from the SWCP have been completed. <br /> The City has requested Otak's assistance to update the SWCP to incorporate new information as described <br /> above and to develop and document methodologies relating to the SMAP Receiving Water Conditions <br /> Assessment. <br /> For this scope of services, Otak will update the gaps between the processes and steps defined in the SMAP <br /> Guidance section titled the Receiving Water Conditions Assessment(steps 1 through 4) and the narrative in the <br /> SWCP. It is assumed that water flow and habitat are sufficiently assessed in the SWCP for SMAP analyses. In <br /> basins where separate water flow and habitat sections do not exist in the 2017 SWCP, they will not be added. <br /> The SWCP will be updated to provide a more detailed analysis of existing and future land uses as they relate to <br /> water quality, an analysis of the influence of Everett's Municipal Separate Storm Sewer System (MS4) on the <br /> receiving water, and an assessment of the relative conditions of the basins within the city. <br /> Additionally, Otak will write basin plans for the two additional separated stormwater basins -Waterfront and <br /> Riverside. <br /> New CIPs identified by the City will be added to the SWCP and scored using the existing metric. <br /> This project will be done in close collaboration with City staff, and City staff will take the lead on some tasks that <br /> are crucial to completing the scope of services. The scope of services identifies those tasks the City has agreed <br /> to perform. <br /> Project Guidance/Reference Documents include: <br /> 1.
