1. Identify the designated uses and desired water quality conditions. Update the tables and narrative of <br /> designated uses, water quality standards, and impairments to reflect Ecology's 2016 Water Quality <br /> Assessment and 303(d) List. A water quality section and designated uses and desired water quality <br /> conditions tables will be added for basin plans (e.g. Marshland Tributary Basin Plan)where they don't <br /> currently exist. Develop the table and narrative for each of the two new basins. <br /> 2. Gather and analyze landscape-scale data (land use and cover, road density, zoning) that help explain <br /> and predict receiving water conditions. <br /> 3. Review the 2017 SWCP and Everett's monitoring data analysis in 2020-2021 to determine whether TSS, <br /> fecal coliform, nutrients and metals are pollutants of concern. <br /> 4. Assess the development pressure in each basin, such as: <br /> a. How much growth is being directed toward each basin, based on growth plans within each basin, and <br /> future zoning data. <br /> b. How transportation planning is likely to affect each basin. <br /> 5. For basins that discharge to impaired waters, identify and summarize: <br /> a. Sources/activities that are the main contributors to the pollutant load targeted for reduction (e.g., <br /> polluting activities associated with particular land use or land cover types)while accounting for <br /> existing stormwater BMPs. This will be a qualitative analysis and will be documented as an update to <br /> the pertinent sections of the SWCP. <br /> b. Whether or not conditions relating to these pollutants in the receiving water may be managed or <br /> improved through the use of stormwater management techniques. <br /> 6. Mapping of information related to overburdened communities using USEPA's EJ Screen and the <br /> Washington State Department of Health Washington State's Health Disparity Map and providing a brief <br /> narrative in each basin plan. <br /> Assumptions <br /> • For basins where there is more than one receiving water(e.g. Marshland Tributary Basin Plan), only one <br /> will be picked based on a discussion with Everett to be representative of all the receiving waters in the <br /> basin. All the analyses for the basin plan will be with respect to the representative receiving water. <br /> • The draft methodology will be applied to a "pilot" basin, reviewed with the City, and then the approved <br /> methodology will be applied to the remaining basins. <br /> • The City will provide GIS data of the storm system, existing stormwater BMPs, basin areas draining to <br /> BMPs, zoning, and impervious surface layer. <br /> • The City will analyze the baseflow monitoring data and update water quality tables comparing baseflow <br /> data with water quality criteria in each basin plan in advance of Otak beginning this step. <br /> • The City will provide information on future land use and development pressures in a simplified map per <br /> watershed, showing basin boundaries, development/redevelopment categories (e.g. commercial, <br /> residential, etc.), and location. <br /> • New section on development pressure in each basin will be approximately one paragraph. <br /> • Septic failures and illicit discharges will not be considered for this analysis. <br /> • There will be two rounds of reviews for the update to one"pilot" basin plan to confirm the writing style and <br /> the style of graphics chapter, and the approved writing template will be applied to the remaining basins <br /> that will undergo one round of review. <br /> • The City will consolidate and screen comments from reviewers to provide basis of direction to Otak <br /> Deliverables <br /> Otak <br /> • Update/add designated uses and Water Quality Criteria table where applicable.
