These first few steps look at existing conditions of receiving waters at a planning level.
210 Adopt Basin Delineation and Receiving Waters
This task corresponds to Step 1 on page 3 of the 2019 SMAP Guidance. The purpose of this task is to define
basin boundaries and calculate size and portion inside city limits. The delineations of the twenty basins identified
in the 2017 SWCP, and the two additional basins identified by Everett and currently documented in the City's GIS,
are considered authoritative for the purposes of this assessment and will be adopted as-is. Otak's Project Lead
will confirm and memorialize the basin boundaries in a MS Teams meeting with the City's Project Manager, this
will be the only charges to this task.
Assumptions
• Everett will provide GIS data of the delineated basins including areas outside City limits
• The two additional basins form part of the SWCP volumes for two existing watershed plans—Port
Gardner and Snohomish River
Deliverables
Otak
• List of basins
• Table of receiving waters with contributing watershed area within Everett and outside of Everett and a
percentage of the total basin area within the City which will be added to task 300 Final Memorandum
• Tables (3) of receiving waters with contributing watershed area within Everett and outside of Everett and
a percentage of the total watershed area within the City which will be added to Chapter 2 of each
watershed plan
Everett
• Map of receiving waters, and their basin boundaries, storm system, and outfalls for(either one map
per watershed, or one city-wide map)
• Replace basin figures throughout SWOP where applicable
220 Assessment of Receiving Water Conditions
The purpose of this task is to document the desired water quality conditions in each basin based on regulatory
objectives and to make a planning level assessment as to how well such goals have been attained. Updates will
be made to each basin plan in Volumes 2-4 of the SWCP.
