d. Includes final list of basins to be considered in the Receiving Water Prioritization
5. Conclusion
The draft of the memorandum will be presented to the City for review. Two rounds of compiled comments will be
incorporated into the final.
Assumptions
• The memorandum will reference the updated SWCP for all the narrative related to inventory description,
basin characterization, and stormwater influence detailed scoring. The memo will summarize the
methodology used for determining and the information for both the stormwater management influence
and basin management strategies including figures and narrative.
• The City will consolidate and screen comments from reviewers to provide basis of direction to Otak
• The memorandum will have up to 25 pages of text not including maps.
Deliverables
• Assessment of Receiving Waters memorandum, draft, revised draft, and final
400 SWCP Other Updates
Everett has asked for assistance in updating the SWCP with information from the updated WRIA 7 and WRIA 8
basin plans, addition of the Riverside Basin Plan and the Waterfront Basin Plan, and update of the CIP list with
CIPs which have been developed or eliminated based on additional information after the SWCP was adopted.
410 Two Basin Plans
Otak will write basin plan chapters for two additional basins—Riverside and Waterfront. Both of these basins are
direct discharge basins. A desktop assessment will be done for basin conditions based on reviewing existing
basin plans, and GIS data of topography and the existing storm system. Further, known issues will be
documented, rated, and ranked. Up to four of the issues will be developed into CIPs.
Assumptions
• The writing style and structure of the two additional basins will use the same basin characterization, issue
identification, ranking, and recommended project style as the 2017 SWCP and as updated to include the
Receiving Waters Assessment following Ecology's guidelines for SMAP.
• Up to ten documents will be reviewed for each basin to understand existing conditions, current
development and future growth plans.
• Field work is not included.
• Hydrologic modeling is not included.
• Each basin plan will contain the following sections:
❑ General Basin Characteristics
• Land Ownership
• Physical Characteristics
• Soils
• Existing Land Use
• Future Land Use
❑ Basin Analysis and Issues Severity Rating
❑ Receiving Waters Assessment, as determined during Tasks 220 and 230
• The City will provide any peak flows for current and future land use, and any changed peak flows due to
climate change. The City will also provide values for annual precipitation, seasonal flows, and any
information related to groundwater which can be extracted from existing models for these basins.
• City will provide issues identification, rating, and ranking.
Receiving Waters Assessment and Update of Surface Water Comprehensive Plan 8
Scope of Work Otak
