City of Everett,Public Works Operations <br /> November 13, 2020 Project No. 200505 <br /> Task 4 - Documentation Updates <br /> Under this task, we will review the existing documentation and permitting for the Landfill and <br /> prepare updates(as needed)based on the updates to the WAC. For this task we assume that the <br /> following documents will be provided by the City for review and update: <br /> • Inert Waste Landfill Permit, issued by Snohomish County Health District <br /> • Inert Waste Landfill Permit Application and Engineering Report(if available) <br /> • Most recent version of the Plan of Operations and/or Operations and Maintenance Plan <br /> • Filling Plan, if not included in the Plan of Operations <br /> • Closure Plan,if not included in the Plan of Operations <br /> Following receipt and review of documents, we will coordinate with you for a conference call to <br /> discuss where updates to the plan(s)are needed for compliance with the updates to the WAC. <br /> Based on our previous discussions, also included in this task will be the preparation of up to five <br /> drawings prepared to support the landfill Filling Plan and Closure Plan. The drawings will be <br /> prepared to show the following information in accordance with the Design Standards of WAC 173- <br /> 350-410: <br /> • Existing site topography, including the location and approximate thickness and nature of <br /> any existing waste <br /> • The vertical and horizontal limits of excavation and waste placement <br /> • Final closure elevation and grades <br /> • Design capacity of each landfill unit <br /> • Total design capacity <br /> • Future use of the facility after closure <br /> For the drawings provided as part of this task,we assume that background topography and surveys <br /> will be provided by the City or their subcontractors. The drawings will be prepared based on the <br /> existing in-place volume of waste,the SnoHD approved design capacity of the landfill, and the <br /> stability analysis performed as part of Task 3. <br /> For the purposes of this proposal, we assume draft versions of the drawings will be provided to you <br /> within 3 weeks from the receipt of data from the previous tasks. One round of review and <br /> comments will be incorporated into the final deliverables. Final deliverables will be provided to <br /> you for your use within 2 weeks from receipt of your comments on the draft copy. <br /> Task 5 - Additional On-Call Services <br /> Under this task Aspect will provide additional on-call services to support updates to the operational <br /> plans for the facility where not directly addressed by this proposal. Examples of work to be <br /> completed under this task include, but are not limited to: <br /> • Additional site visits for inspection and/or data collection <br /> Page 4 <br />
