• <br /> November 4, 2020 <br /> 2021 PROPOSED BUDGET HEARING NO. 1 <br /> Council Member Murphy opened the budget hearing. <br /> Susy Haugen presented updates on a few of the parking lots items discussed at <br /> the budget workshop held during the October 28 meeting. <br /> COPS Hiring Grant: <br /> Susy provided an overview of the grant requirements and the funding impact of <br /> the COPS grant. <br /> Council Member Vogeli asked about the increased cost of position no. 6 on Susy's <br /> presentation. Susy stated this was a specialty motorcycle officer position. <br /> • Council Members Stonecipher, Tuohy, and Murphy asked about the COPS grant <br /> alternate hiring model and if something changed in the grant. Susy stated there <br /> were no changes in the grant, which came with non-supplanting rules and cannot <br /> be used to fill existing vacancies. Susy also explained that the Police budget is <br /> based on a fully staffed Police Department. <br /> Council Member Moore stated there was some confusion in the grant award letter <br /> provided from the Department of Justice (DOJ). He stated he understood the City <br /> could use grant fund if the City needed to make budget cuts. Council Member <br /> Murphy concurred with Council Member Moore's statement. <br /> Chief Templeman stated that in his conversation with the grant administrator at <br /> the DOJ office, it was made clear that due to the non-supplanting language, the <br /> City cannot reduce or eliminate positions and then expect the grant to backfill <br /> these positions. He stated that modifications to the program appropriation <br /> language may be requested, but there is no guarantee the granting agency will <br /> approve. <br /> • <br /> 357 <br />
