Chief Templeman stated that in 2016 the COET team was <br /> added, which brought the number from 201 to 206. <br /> Jail Fees by Facility: <br /> Susy presented a slide with the changes, by facility, to the 2020 and 2021 jail fees. <br /> Council Member Roberts asked Chief Templeman if there was a way to calculate <br /> and anticipate the costs of the COET team. Chief Templeman stated they don't <br /> have a research component for the COET team. He said a study was done in 2014 <br /> that looked at the Chronic-Utilizer Alternative Response Team program, in which <br /> COET was heavily involved. Chief Templeman stated he would provide a copy of <br /> that study. <br /> Council Member Vogeli asked if the current protocols are to only book for felonies <br /> or violent offences. Chief Templeman stated this is not the current protocol. She <br /> • <br /> also asked about if daily jail fees vary depending on time of day booked or <br /> released. Chief Templeman stated he did not think time of day made a difference. <br /> She also asked about the rate of incarceration for violent criminals vs. suspects of <br /> misdemeanors. Chief Templeman stated he will ask the jail if they have access to <br /> that data. Council Member Vogeli emphasized a preference for budgeting jail <br /> funds for services and housing instead of incarceration if removed from the jail <br /> budget. <br /> Council Member Moore emphasized support for a criminal justice plan. <br /> Council Member Bader asked about the utilization of Court-assigned home <br /> detention. Chief Templeman stated that home detention rates go up and down <br /> and the decision to use at-home detention is solely at the discretion of Municipal <br /> Court judges. Chief Templeman also stated that police officers prefer that jail <br /> bookings are the last resort. <br /> Council Member Stonecipher asked about the impact to daily housing fees during <br /> COVID-19.
