EXHIBIT A City of Everett <br /> Engineering and Environmental <br /> F L O Y D I SNIDER Consulting for Riverfront Project <br /> Detailed Scope of Work and Fee Assumptions <br /> The proposed fee was developed using the scope and level of effort assumptions detailed in this <br /> document. The following generally describes the type of services that are expected to be <br /> provided under Amendment No. 9. <br /> Work performed under each of these tasks will be invoiced separately. <br /> TASK 1— DEVELOPMENT REVIEW SUPPORT <br /> Floyd'Snider will conduct the following review support services associated with development of the <br /> Everett Landfill Site (Site). To date, five permit packages have been reviewed. It is assumed based <br /> on currently available schedule information from Riverfront Commercial Investment (Riverfront) <br /> that an additional five permits will be received in the next 3 years,and that these permits will require <br /> a similar level of effort for design review, developer and City of Everett (City) coordination, <br /> Washington State Department of Ecology (Ecology) coordination, and submittal and Request for <br /> Information review as the five permit packages processed to date.This task includes the following: <br /> • Review of permit submittals,and revised permit submittals for projects located on the <br /> landfill site.This assumes five major permit submittals during the contract time frame. <br /> • Develop Consent Decree (CD) checklists for each of the permit submittals. Submit <br /> checklists and communicate with the Ecology on their review of the designs and CD <br /> compliance. Meet with Ecology as necessary to facilitate the review and approval of <br /> the checklists. <br /> • Review contractor requests for information, submittals, and changes of their <br /> approved plans and checklists. Provide support to the City for contractor responses. <br /> • Provide specialty design review and specialty on-site construction inspections and <br /> review of post-construction reports(CQA reports), as requested by the City. Specialty <br /> design review will be as needed for landfill gas, electrical, and geotechnical submittals, <br /> and inspections will be conducted by BHC Consulting and Hart Crowser. <br /> • Provide Project Management activities associated with these activities. <br /> TASK 2— ECOLOGY GRANT REIMBURSABLE ACTIVITIES <br /> This task is for efforts that classify as Ecology grant-reimbursable activities, such as revisions to <br /> landfill gas or groundwater monitoring that requires modifying sampling programs and plans, <br /> additional investigations, or coordination and communications with Ecology. Fee estimated for <br /> the next 3 years for grant-reimbursable activities include the following: <br /> • Revision of the groundwater or landfill gas Sampling and Analysis Plan. <br /> • Installation of new monitoring wells or gas probes, or abandonment of existing wells <br /> or gas probes per Ecology's approval, with any investigation-derived waste disposal <br /> managed directly by the City at its permitted solid waste handling facility. <br /> November 13,2020 Page 1 of 3 Scope of Work <br /> 3007 001 jf245212mx <br />
