City of Everett
Engineering and Environmental
F L O Y D I SNIDER Consulting for Riverfront Project
• Support to the City for the preparation, review, and coordination of the long-term
operations and maintenance plan developed by the City and the landfill site
developer's joint third-party landfill gas consultant, and the developer.
• Project Management activities associated with grant-reimbursable activities.
TASK 3— ENVIRONMENTAL MONITORING, MANAGEMENT SUPPORT,AND COORDINATION
Task 3A: Environmental Monitoring and Reporting
Floyd I Snider will conduct the following services to provide the environmental monitoring of the
site as required by the CD. These tasks are not associated with specific permit review packages
and are not Ecology grant-eligible:
• File transfer from HWA. This assumes the City GIS department will lead figure
development for reporting, with support and instruction from Floyd'Snider. This
scope also assumes that no validation of historical data will be conducted and that
data are compiled by HWA prior to transfer to Floyd I Snider and the City.
• Groundwater protection monitoring as required by the CD, consisting of semiannual
groundwater monitoring.
• Laboratory coordination for analysis of groundwater samples including contracting,
detection limit confirmation, and bottle orders. This estimate assumes the City's
Environmental Laboratory will provide sample analyses for dissolved metals and
dissolved chloride. All other analytes will be subcontracted to a licensed local
laboratory.
o Semiannual groundwater monitoring including sampling and water level
measurements at nine monitoring wells. This work will be conducted in two
8-hour days including travel for two personnel.
o Sample event preparation including field planning meetings, mobilization tasks,
field documentation quality control (QC), work plan review, and health and safety
plan development and implementation. This is assumed to include 5 hours per
field staff, per event.
o Data review, validation, and management including submittal to Ecology's
Environmental Information Management system.
o Preparation of annual monitoring reports including summary of results and limited
interpretation of the data.
o Responding to Ecology comments and questions on results including attending
meetings.
November 13,2020 Page 2 of 3 Scope of Work
3007 001 jf245212mx
