Stormwater Site Plan comments: <br /> In Section 2.0 of the SSP, in the 4th paragraph, the first sentence reads "[t]here are known <br /> historical flooding problems on the site." It appears this sentence is missing a"no" in <br /> front of"known"...? If not, more explanation is needed. <br /> MR#2-Construction Stormwater Pollution Prevention: <br /> Coverage under Ecology's Construction Stormwater General Permit (CSWGP) is required <br /> because the project will disturb an acre or more of land. Additional information can be <br /> found at the following link: <br /> https://ecolo gy.wa.gov/Regulations-Permit s/Permits-certifications/Stormwater- <br /> general-permits/Construction-stormwater-permit <br /> MR#3 —Source Control: The section of the Stormwater Site Plan covering MR#3 needs <br /> to be expanded. Operational and structural BMPs must be selected per Chapter 2 of <br /> Volume IV of the SWMM, detailed in the drainage report, and shown on the plans as <br /> appropriate. All BMPs noted as "applicable", including operational, good housekeeping <br /> and preventative maintenance BMPs presented in Chapter 2, are required in the City of <br /> Everett per the City's NPDES Municipal Stormwater Permit. However, "recommended <br /> additional"BMPs are not required. Of particular importance on this site, considering the <br /> project's proximity to Silver Lake, are BMPs for Landscaping and Lawn/Vegetation <br /> Management (S411). <br /> MR#5—Onsite Stormwater Management: The Stormwater Site Plan for the project must <br /> clearly identify why each listed on-site stormwater management BMP (MR#5) is <br /> infeasible using the infeasibility criteria contained in the 2014 SWMMWW for each <br /> individual BMP. The presence of Alderwood Till soils (or other low permeability soils) is <br /> not, of itself, an infeasibility criteria because an infiltration rate of more than 0.3 inches <br /> per hour is considered a feasible infiltration rate for on-site stoiiiiwater management <br /> BMPs. The presence of perched groundwater may preclude the use of any of the <br /> infiltrating-type on-site stormwater management BMPs,but must be specifically checked <br /> and identified for each BMP against the specific BMP's infeasibility criteria. <br /> Page 2 of 5 <br />
