• •
PUBLIC WORKS
operations manual shall be retained on-site or within reasonable access to the site and
shall be transferred with the property to any new owner. A log of maintenance activities
that indicate what actions were taken shall be kept and available for inspection by the City
of Everett upon request.
Special Reports: If possible, please provide an electronic copy of the geotechnical report.
b. Specific Plan Review comments:
The plans must be consistent with the applicable standards and details in Section 4 of the
City's Design and Construction Standards. This document can be found at the following
web address:
https://everettwa.gov/1531/Design-Construction-Standards
The details of the control structure and restrictor unit must meet City standards—(i.e.,
drawing numbers 415 and 416 of the City's Design and Construction Standards and
Specifications(DCSS)).
SDCB#11 must be a catch basin meeting City standards.
Storm drains that have been abandoned and/or are no longer active should not be shown
on the Area A and B storm drainage and utility plans. Otherwise, these pipes will end up
in the City's GIS database and make it even more difficult to figure out what's draining
where...L
The following performance standard for BMP T5.13 shall be included on the storm
drainage plans:
BMP T5.13: Post-Construction Soil Quality and Depth
Soil Quality: All areas subject to clearing and grading that have not been covered by hard
surfaces, incorporated into a drainage facility, or engineered as structural fill or slope shall
demonstrate the following at project completion:
1) A topsoil layer with a minimum organic matter content of 10% dry weight in planting
beds and 5% organic content in turf areas, with a pH from 6.0 —8.0 or matching the
pH of the undisturbed native soil.
2) The topsoil layer shall have a minimum depth of eight inches except where tree roots
limit the depth of incorporation of amendments needed to meet the criteria.
3) Subsoils below the topsoil layer shall be scarified at least four inches with some
incorporation of the upper material to avoid stratified layers, where feasible.
4) Planting beds shall be mulched with 2 inches of organic material.
3. The comments below were generated from this project's Planning Reviewer. If you have any
questions regarding these comments, please contact Niels Tygesen with the City of Everett
Planning Department (425-257-7168 or NTygesen@everettwa.gov).
a. A review of this permit and plan set has found elements that do not satisfy Everett Municipal
Code (EMC) Zoning regulations and require amendments prior to Planning approval:
Page 4 of2)
