Thad Newport
May 6,2019
218040610
2) The topsoil layer shall have a minimum depth of eight inches except where
tree roots limit the depth of incorporation of amendments needed to meet the
criteria.
3) Subsoils below the topsoil layer shall be scarified at least four inches with
some incorporation of the upper material to avoid stratified layers, where
feasible.
4) Planting beds shall be mulched with 2 inches of organic material.
Response: This note is included in the landscape plans.
Planning Review(Niels Tygesen—425-257-7168)
10. Amended landscape plans as needed are required for re-review. The job valuation from
building permit B1812-021 is listed as$3,600,000. Snohomish County Assessor's
indicates the 2019 assessed market improvement value (existing structure) on parcel
280529-002-049-00, also known as Lot 1, is $6,723,500. Per EMC 19.35.030.B, the
entire site of Lot 1 is required to meet current landscaping requirements.
a. Complete street frontage along the Lake Heights Drive Right of Way, including the
cul-de-sac, is required to be at Type III standards for 10 feet. This requirement
also includes the area between the sidewalk and the property line.Tree
requirements for Type,Ill standards appear to be met based on the landscape
plan dated 12.20.2018. However, the landscape plan does not delineate all
required shrubs and living ground cover for this area. Shrubs may be evergreen
and/or deciduous in type, and must be two-gallon sized at minimum, 18 inches
high at the time of planting, and spaced five plants for every 100 square feet.
Living groundcover may be either 2.5 inch pots spaced 12 inches on center, 4
inch pots spaced 18 inches on center, or 1 gallon pots spaced 24 inches on
center.
Response: Additional shrubs and groundcover plantings have been added
to the plans to meet code.
b. Interior lot lines are required to be at Type II standards for 15 feet. Tree
requirements for Type II standards appear to be met based on the landscape
plan. However, the landscape plan does not delineate any shrubs or living ground
cover along the north, east, south or west lot lines leading to Lake Heights Drive.
Shrubs may be evergreen and/or deciduous in type (no more than 20 percent
deciduous), and must be two-gallon sized at minimum, 18 inches high at time of
planting, and spaced fire plants for every 100 square feet. Living groundcover
may be either 2.5 inch pots spaced 12 inches on center, 4 inch pots spaced 18
inches on center, or 1 gallon pots spaced 24 inches on center.
Response: Additional shrubs and living ground cover not required per
determination by Neils Tygesen,as documented in an email, dated 5/7/2019.
c. The landscaping along the north-west interior lot line adjacent to 2129 Lake
Heights Drive appears to meet landscape requirements, however clarification is
needed on the living groundcover. The plant schedule on sheet number L1.02
