EVERETT <br />WASHINGTON <br />RESOLUTION NO. <br />A RESOLUTION establishing Human Needs Priorities for 2021 Grant Funding <br />WHEREAS, <br />• <br />a. The City Council has annually dedicated $3 per capita for Human Needs Grant funding; <br />and <br />b. The City Council has annually dedicated an additional $1 per capita to support Safe <br />Streets programs to help address homelessness in the Community. <br />c. The mission of the Housing and Community Development Citizen Advisory Committee is <br />to review the human needs in the City of Everett, to prioritize those needs, and <br />recommend allocating funds to most benefit those needs; and <br />d. A Community Needs Assessment was prepared for the City of Everett dated March 19, <br />2019 and subsequent community input in 2020; and <br />e. Community needs were identified by the public in several community engagement <br />activities related to the 2020-2024 Consolidated Plan Update and human needs; and <br />f. The Housing and Community Development Citizen Advisory Committee met on April 20, <br />2020 for COVID-19 related needs priorities and August 20, 2020 to review and <br />recommend priorities for 2021; and <br />g. The Committee recognizes the growing needs to support the Coronavirus Pandemic <br />impacts on the community related to these priorities; and <br />h. The Housing and Community Development Citizen Advisory Committee recommends <br />priorities based on identified needs and/or services supporting: <br />a. HOUSING ® Legal aid for housing mediation. <br />® Support Services <br />
